About this file

This document is Attachment L-2, a detailed pricing instruction for a federal contract opportunity for DOE/NNSA Clearance Action Tracking System (CATS) Development & Maintenance Support Services. The document provides comprehensive guidelines for preparing a cost/price proposal, specifying that it is a hybrid contract with a firm-fixed-price transition period and time-and-materials effort for subsequent periods. Offerors must propose fully-burdened rates for labor, complete a mandatory Cost Model in Microsoft Excel, and provide narrative support explaining their pricing methodology.

The contract's period of performance spans five years from March 9, 2026 to March 8, 2031, with a base transition period from March 9-26, 2026, followed by four option years. The pricing instructions require offerors to submit a proposal cover sheet, demonstrate the basis of labor hour estimates, calculate Direct Productive Labor Hours (DPLH), and ensure consistency across technical proposal, staffing plans, price proposal, and cost model. The government anticipates adequate price competition and does not initially require certified cost or pricing data, though this may change depending on the completeness of submitted information.

Proposal Preparation Instructions: Volume III – Cost/Price Proposal (Page Limit: None)

(a) Overview and General Requirements

(1) The CO anticipates adequate price competition and has determined that certified cost or pricing data is not required for this solicitation. However, in accordance with FAR 15.403-1(b) and 15- 403-3(a), information other than cost or pricing data is required to determine if your proposed prices are reasonable and balanced. If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the Offeror may be required to submit cost or pricing data.

(2) This is a hybrid contract effort consisting of a firm-fixed-price transition period and time and materials (T&M) effort for the remaining periods. ODC CLINs are non-fee/profit bearing and are intended to cover the costs of approved travel. For evaluation purposes and to establish a CLIN ceiling, the Offeror shall use the Government’s baselined estimated not-to-exceed (NTE) ODC amounts as specified in the Cost Model.

(3) The Offeror shall propose fully-burdened rates for all required labor. Consistent with the Cost Model notes, the Offeror (and any proposed team members, if applicable) shall identify the proposed work for each team member. Consistent with FAR clause 52.216-29, the offeror must specify fixed hourly rates in its offer that include wages, overhead, general and administrative expenses, and profit. Similarly, the offeror must specify whether the fixed hourly rate for each labor category applies to labor performed by the offeror, subcontractors; and/or divisions, subsidiaries, or affiliates of the offeror under a common control. Additionally, the proposed fully-burdened rates and firm fixed prices shall include all applicable local, state and federal taxes and duties to include applicable New Mexico Gross Receipts Tax where applicable.

(4) The Offeror shall identify its proposed prices by completing and submitting the Cost Model (see

RFP Attachment 4. The Cost Model includes the Government baselined other direct costs (ODCs) that all offerors shall use in their proposed prices and these are considered “material” under the T&M effort.

(5) Offerors shall complete and submit the electronic Cost Model in Microsoft Excel version 2013 or lower. Do not protect any cells and keep all formulas and links intact. Offerors are solely responsible for the accuracy of all formulas, cells, and links. Unless specified otherwise, round all final monetary extensions to the nearest whole dollar.

(6) The Offeror shall provide narrative support sufficient to explain the development of the proposed prices. Consistent with the solicitation requirements, the narrative should describe the Offeror’s supporting rationale, the estimating methodologies used, and the basis of the information provided in support of the proposed prices.

(7) If estimated prices to perform the proposed effort have been decreased due to efficiencies or management decision, provide complete rationale for the reduction. The burden of proof for the reasonableness of proposed prices rests with the Offeror.

(b) A copy of these instructions shall be provided to all potential team members that will provide Direct

Productive Labor Hours (DPLHs) under this effort. Team members include any members of a joint venture or partnership, Limited Liability Company or Partnership (LLC/LLP), and any subcontractors. All team member proposals shall be received by the due date/time in the solicitation.

If a teaming arrangement is proposed, the Offeror shall provide a summary of the total price and clearly identify the portion of the price proposal that pertains to each team member including subcontractors.

(c) EXTENSION OF SERVICES: The Government has included FAR 52.217-8, Option to Extend

Services in this requirement. For the purposes of evaluation only, the Government will evaluate the Option to Extend Services by applying the proposed final period rates/prices to the same types of proposed labor including a proportionate amount of other direct costs, if appropriate, for an additional six-month period. This option will not be included in the total value of the award. It should be noted that FAR 52.217-8, Option to Extend Services, may be exercised at any time during performance and may be exercised more than once and for varying duration(s). The Government intends to price the Option to Extend Services period during contract performance in accordance with the language in FAR 52.217-8. Accordingly, the Offeror need not propose a separate price for the potential FAR 52.217-8 extension. These rates/prices may be adjusted only because of revisions to prevailing labor rates provided by the Department of Labor.

(d) Specific Price Requirements

(1) Complete, as the first page of the Price proposal, a proposal cover sheet that includes the following information:

(A) Company name, division, address, and the name, telephone number, and e-mail address of a primary person authorized to provide clarifying information regarding the Volume III, Cost/Price proposal.

(B) The Government solicitation number and date of submission.

(C) Proposed total price for the firm-fixed-price transition period.

(D) Proposed total price for the transition base period and the T&M non-transition base period and for each T&M option period thereafter.

(E) Name, address, and phone number of the cognizant Government audit office and contract administrative office for the Offeror (if any).

(F) A statement that the offer is valid for 180 days. All team member and subcontractor proposals must be valid for the same period.

(2) Offerors shall propose prices based on the PWS (see RFP Attachment 1) and the price proposal instructions contained herein. The proposed types, quantities, and skill mix of labor must be consistent among proposal documents, including but not limited to the Technical Proposal, Staffing Plans, Price Proposal, and Cost Model. Offerors shall provide cost/price information as specified in the Cost Model and shall not convert the Cost Model to Adobe Acrobat files.

(3) The Offeror shall address the basis of estimate to support the proposed hours. A description of how the quantity and mix of labor hours were estimated shall be provided. The Offeror shall identify the basis for the proposed labor rates and explain how the rates are adjusted (e.g., blended rates, weighted averages, etc.), if applicable, to arrive at the proposed rates. Clearly identify and explain the basis for any annual escalation factors employed.

(4) The Offeror shall indicate the total number of DPLH estimated per year for one full-time equivalent (FTE) employee—see DPLH Calculator tab. The Offeror shall demonstrate how its DPLH is calculated by identifying the number of annual hours estimated for each type of non-productive time such as vacation, holiday, sick leave, administrative leave, and other types of non-direct charged activities in accordance with its current compensation policies. The DPLH used to price the Cost Model shall be consistent with the DPLH(s) identified in the completed and submitted Staffing Plan.

(5) The period of performance consists of the following (Assume a March 9, 2026 contract start date):

1st Year: Base Period Transition: March 9, 2026 to March 26, 2026 Base Period Rest of Year: March 9, 2026 to March 8, 2027

2nd Year (Option 1): March 9, 2027 to March 8, 2028

3rd Year (Option 2): March 9, 2028 to March 8, 2029

4th Year (Option 3): March 9, 2029 to March 8, 2030

5th Year (Option 4): March 9, 2030 to March 8, 2031

(End of provision)
