About this opportunity
The Department of Energy's National Nuclear Security Administration (NNSA) has issued a Special Notice for the Clearance Action Tracking System (CATS) Development & Maintenance Support Services procurement. This is a competitive 8(a) small business set-aside opportunity with solicitation number 89233125RNA000262, valued at up to $34 million. The procurement seeks custom computer programming services through a five-year hybrid contract structure consisting of one 12-month base period and four 12-month option periods, running from March 9, 2026 to March 8, 2031. The contract will utilize both Time and Materials and Fixed-Price components with pre-negotiated, fixed, fully-burdened labor rates. Amendment #4 has been issued, incorporating revised attachments and clarifying that late proposals will not be considered, with the proposal due date extended to August 28, 2025 at 2:00 PM Mountain Time.
The purpose of this procurement is to support the NNSA's Office of Personnel and Facility Clearances and Classification by modernizing and maintaining the CATS cloud-based case management system used for personnel security clearance processing across DOE facilities. Contractors must be registered in the System for Award Management (SAM) and may be required to obtain "Q" level security clearances, with U.S. citizenship requirements for key personnel. The solicitation requires submission of three proposal volumes including technical submissions, price submissions, and past performance information for up to three contracts. Offerors must demonstrate past performance capabilities and provide key personnel resumes, particularly for the Project Manager position requiring DOE/NNSA experience. The procurement involves modernizing the existing system with DevSecOps methodologies and software development capabilities, with the current cloud migration to Microsoft Azure expected to be complete before contract award. The government will use a trade-off evaluation process, requiring offerors to achieve at least satisfactory ratings across all evaluation criteria to be considered for award.
