About this opportunity

The Defense Health Agency is soliciting proposals for document shredding services through Request for Quote HT940626QE002, a firm fixed-price contract to provide secure collection, on-site shredding, and destruction of documents in compliance with Controlled Unclassified Information (CUI) guidelines. The contractor must transport bins to a mobile shred truck, perform cross-cut shredding on-site to render documents unreadable and irrecoverable, and return empty bins while maintaining full security throughout the entire process. Key requirements include bi-weekly service at Naval Hospital Beaufort on Wednesdays and monthly service at Robins Air Force Base on the third Thursday, with the mobile shred truck capable of destroying 4,000 pounds of material per hour. Evaluation will be based on three factors: technical capability and work plan, past performance using a standardized questionnaire, and pricing, with the government reserving the right to select a proposal other than the lowest-priced option based on technical merit. The original proposal due date was December 12, 2025; however, Amendment 0001 extended the deadline to March 10, 2026, at 12:00 PM Eastern Standard Time, with any pricing updates required by the same deadline.

This is a 100% Small Business Set Aside solicitation, and the current incumbent contractor is Coast2Coast Shredding LLC, which has been performing services valued at $36,350 annually for Robins Air Force Base and $79,560 annually for Naval Hospital Beaufort. The contract will run for a base period from April 8, 2026, through April 7, 2027, followed by four optional one-year periods and a final six-month option period extending through October 7, 2031. Performance locations include Naval Hospital Beaufort in Beaufort, South Carolina, which requires 65 secure, lockable bins in varying sizes (15 thirty-five-gallon, 19 sixty-four-gallon, and 6 ninety-five-gallon), plus locations at Marine Corps Recruit Depot and Marine Corps Air Station, and Robins Air Force Base in Georgia with 24 bins (7 ninety-five-gallon and 17 sixty-four-gallon). All contractor employees must be U.S. citizens and pass background checks, and the contractor must maintain HIPAA compliance, obtain NAID membership, carry proper insurance, and provide quarterly reports and certificates of destruction documenting the destruction of all collected materials.
