About this opportunity

The Defense Logistics Agency Energy (DLA Energy) is soliciting proposals for a Foreign Military Sales (FMS) bulk petroleum contract to supply Turbine Fuel Aviation (JP8) and Diesel Fuel Oil (EN590). The solicitation (SP06225R077) seeks suppliers to deliver fuel from East/Gulf Coast ports or U.S. possessions in Puerto Rico and Virgin Islands, with only FOB Origin tanker offers acceptable. The contract will be awarded on an all-or-none basis to the lowest-priced, technically acceptable offeror, with evaluation criteria focusing on product specification compliance, quality assurance, and delivery capabilities. Proposals must be submitted by December 12, 2024, at 12:00 PM EST, with the contract utilizing full and open competition in accordance with FAR 6.1. Key technical requirements include strict adherence to military fuel specifications 7-46311791-90/25E for JP8 and 7-46311793-90/25E for EN590, with tanker delivery sizes of approximately 14 million USG.

The solicitation covers a base period from the date of award through January 31, 2026, with three additional one-year option periods extending through January 31, 2029. The base year requires 56 million USG of JP8 and 28 million USG of EN590, with option years 1 and 2 increasing JP8 to 70 million USG and reducing EN590 to 14 million USG, before returning to base year quantities in option year 3. There is no specific set-aside for small businesses, and the contract will be open to both U.S. and international suppliers, with a preference given to U.S. firms with U.S. refinery sources. The contract will be structured as a fixed-price agreement with economic price adjustment provisions, and transportation costs will be considered in the evaluation of offers. Potential suppliers can direct any questions to Vincent Joyner at Vincent.Joyner@dla.mil or Shannon L. Coleman at Shannon.Coleman@dla.mil, with the complete solicitation available on SAM.gov.
