About this file

This is a technical specification document (No. 7-46311793-90/25E) from the IDF Technology & Logistics Branch Fuel & Lubricant Office detailing requirements for purchasing diesel fuel. The specification, dated March 14, 2024, supersedes version 90/24E from February 2024 and is based on European Specification EN590.

The document outlines strict requirements for diesel fuel including: must be distilled from petroleum crude oil, contain no more than 15% reformated/cracked components, and contain no bio or synthetic compounds. Key technical parameters include: sulfur content max 10 mg/kg, cetane number min 51, density at 15°C 820.0-845.0 kg/m³, flash point min 55°C, and viscosity at 40°C 2.00-4.50 cSt. The fuel must be manufactured within 3 months of supply and transported via dedicated diesel fuel pipelines. Quality assurance requirements mandate inspection by U.S. government QAR for each shipment, with optional GOI/MOD representative presence. Specifically prohibited additives include fuel system icing inhibitors, metal deactivators, dyes, biocides, and MMT. The contractor must submit laboratory analysis 45 days before first shipment and provide test results within 48 hours of cargo release.

1. SCOPE

1.1. This document is based on European Specification EN590 and specifies requirements for purchasing Diesel Fuel (Very Low Sulfur) for use in compression ignition engines.

1.2. This specification supersedes I.D.F Specification no 7 46311793 90 24E dated Feb. 2024.

2. APPLICABLE DOUCMENTS

2.1. EN590 Automative Fuels Diesel Requirements and test methods

2.2. MIL STD 3004 1 Quality Assurance Surveillance for Fuels, Lubricants and Related

Products in its most recent version.

3. SPECIFICATION REQUIREMENTS

3.1. The fuel supplied under this specification must be distilled fuel refined from petroleum crude oil. The fuel must be a straight run Diesel Gas Oil, and must contain no more than 15 vol. of any reformated or cracked components. The fuel must not contain any bio compounds or synthetic compounds and must not be stored or carried in tanks or transferred through pipes used for bio fuels or synthetic fuels, except in specific cases that must be waived by GOI MOD.

3.2. The Diesel Fuel must meet the following requirements

4. ADDITIVES

4.1. The following additives must not be added to the product

4.1.1. Fuel System Icing Inhibitors (FSII).

4.1.2. Metal Deactivator.

4.1.3. Dyes.

4.1.4. Biocides.

4.1.5. Methylcyclopentadienyl manganese tricarbonyl (MMT).

5. GENERAL REQUIREMENTS

5.1. Typical Laboratory Analysis The chosen contractor will submit a typical full laboratory analysis for its product prior to the first shipment, as early as possible (at least 45 working days prior to the first shipment) via e mail to GOI MOD MISSION and to the IDF Fuel and Lubricants office via e mail (IDFMitkanim gmail.com).

5.2. The fuel furnished under this specification must be supplied within three (3) months of its manufacture.

5.3. The fuel must be transferred from the refinery to sea shore storage facilities, and to the ocean tanker, by pipeline intended for carrying DIESEL FUEL only. If such pipeline is unavailable, the intended pipeline must be emptied and flushed with DIESEL FUEL (with similar properties to the DIESEL FUEL described in this specification) before transferring the cargo through it.

5.4. The diesel fuel quantity produced for each shipment to be transported by an ocean tanker must be supplied from a single refinery (no more than one diesel fuel producer for each shipment).

6. QUALITY ASSURANCE

6.1. Inspection Lot The fuel in each sea shore storage tank must conform to the requirements of this specification. Each shipment of fuel furnished under this specification must be inspected separately by a U.S. government QAR. The presence of a GOI MOD representative is optional. The IDF Reserves the right to send a representative to accompany the U.S.

government QAR.

6.2. Shipment Inspection Quality control procedures for each shipment of fuel furnished under this document must be monitored by a US government QAR. The presence of a GOI MOD

Page 3 of 4 Unclassified March 2024 representative is optional. The IDF Reserves the right to send a representative to accompany the U.S. government QAR.

6.3. Ocean Tanker cleanliness approval Ocean tanker cleanliness approval must be conducted by a QAR by entering each cargo cell of the ocean tanker, after it has been cleaned in accordance to the requirements for sea shipment of DIESEL FUEL, as set forth in MIL STD 3004 1 Quality Assurance Surveillance for Fuels, Lubricants and Related Products in its most recent version.

6.4. Results of all quality control tests performed by the refinery, before and after the transfer of the fuel to seashore storage tanks and during the loading of the ocean tanker, must be made available to the GOI MOD MISSION and to the IDF Fuel and Lubricants office via e mail (IDFMitkanim gmail.com) within 48 hours after the cargo has been released. A copy of all laboratory test results must be send via e mail to GOI MOD MISSION within 48 hours after the cargo has been released.

6.5. The contractor must provide the QAR with adequate facilities and the professional personnel necessary to perform these tests and for the sampling procedures, at its own expense.
