About this opportunity
The United States Marine Corps seeks furnishing, delivery, installation, integration, programming, testing, and training for an upgraded audio-visual system in the 2nd Marine Division Auditorium at Camp Lejeune, North Carolina, with quotes due September 24, 2026. This is a total small business set-aside under NAICS 334310 (Audio and Video Equipment Manufacturing), PSC 5836 (Video Recording and Reproducing Equipment).
Place of performance is Building H1, 2DMARDIV Headquarters, Camp Lejeune, NC 28542, with work conducted Monday through Friday between 0730 and 1630, excluding federal holidays and Government-directed closures. Contractor personnel performing on-site work must possess and maintain required security clearances and comply with Camp Lejeune installation-access requirements. The space is classified as OSS but accommodates both classified and non-classified projections; personnel must comply with PWS 3.4 policies and obtain DD Form 254 clearance.
The requirement spans five contract line items: Division Auditorium A/V Equipment and Hardware (CLIN 0001); On-Site Installation Services (CLIN 0002); Service Agreement and Warranty covering three 12-month periods (CLINs 0003, 1003, and 2003). System upgrades include projector and screen (approximately 19' × 11' fixed assembly, minimum 15,000 lumens), eight switchable display sources with dual/quad windowing, upgraded lecterns and podium with USB and HDCP connectivity, three-camera video-conferencing capability supporting Microsoft Teams (NIPRNET) and Cisco Call Manager (SIPRNET), five handheld and five lapel microphones, three mirroring monitors with touch-panel controls, and two 75-inch plus one 55-inch confidence monitors. Existing equipment stacks, lapel microphones, and lecterns will be integrated rather than replaced. All equipment must comply with TAA requirements.
Delivery, installation, configuration, testing, training, and deliverables must be completed within 150 calendar days after award; documented OEM lead-time delays are considered excusable. The three-year service agreement includes 24/7 help-desk support, parts repair and replacement, software updates, on-site technician dispatch, and annual preventive maintenance, covering only failures of contractor-installed equipment with no remote access permitted.
Quoters must register in SAM with active Unique Entity ID, CAGE Code, and Federal Tax ID Number. All quoters must price all five line items; incomplete pricing renders quotes non-responsive. Questions are due September 21, 2026 at 4:00 PM. Installation and Layout Plan and Acceptance Testing Plan must accompany quotes and will be evaluated for technical acceptability. Award will be made to the responsible quoter whose offer is most advantageous considering price, technical capability, and past performance equally. Pricing should be FOB Destination to MCB Camp Lejeune with shipping costs included; quotes are valid for 90 days.
