About this file

This is a Questions and Answers document for federal contract M6700126Q0155 regarding an auditorium audiovisual system upgrade and integration project.

The project involves upgrading and integrating a new audiovisual system into an existing auditorium with a control room located three floors above the stage area. Key system components include: replacement of the projector and screen (full assembly, fixed type, fitting existing approximately 19'x11' dimensions); installation of line-array speakers with new wireless microphones to integrate with existing DSP, amplifiers, and ceiling speakers; dual/quad windowing capability supporting eight switchable inputs; and conferencing integration for Microsoft Teams (NIPRNET) and Cisco Call Manager interoperability (SIPRNET). The existing equipment stacks behind the stage, lapel microphones, and lecterns will remain and be integrated into the new system. Two lecterns and one podium will be retrofitted with new connectivity rather than replaced. All equipment must comply with TAA requirements. The projector brightness should match the existing 15,000-lumen output or provide equivalent clarity; the government is impartial to single versus dual projector configurations. The 150-calendar-day performance period begins at contract award, with documented OEM lead-time delays considered excusable. Installation and Layout Plan and Acceptance Testing Plan must be submitted with quotes and will be evaluated for technical acceptability with no page limits specified. Award will be made on a best-value basis considering price, technical capability, and past performance equally. The service agreement covers three 12-month periods (CLINs 0003-2003), with option pricing included in the evaluated total price. Only failures of contractor-installed equipment are covered under the service agreement; remote access is not permitted for help-desk or software/firmware updates. The space classification is OSS but will accommodate both classified and non-classified projections; personnel must adhere to PWS 3.4 policies and obtain DD Form 254 clearance. No extension to the solicitation date will be granted due to Fiscal Year Closeout constraints, and no escorted site visits will be scheduled.

2. Can you identify which existing A/V components are expected to remain and be integrated with the new system? The PWS requires compatibility and interoperability with existing equipment designated to remain in place.

The equipment stacks in the room behind the stage will remain integrated. Our current lapel mics will remain integrated as well as our existing lecterns.

3. PWS 5.2 requires the Contractor to verify site conditions, structural-mounting requirements, and cable pathways before award, and PWS 6.0 requires the Installation and Layout Plan prior to the solicitation deadline. To maximize competition and reduce performance risk, will the Government schedule an additional site visit, permit individually escorted visits, or provide a virtual walkthrough prior to the quote due date, and extend the closing date accordingly?

Unfortunately due to the time contstraints that are in place due to the Fiscal Year Closeout, we will not be having ecsorted site visits. The solicitation date will not be extended.

4. Will the Government provide drawings, as-builts, or photographs of the Auditorium and control room, including room dimensions, ceiling height and type, seating capacity, projector throw distance, and the existing screen size and aspect ratio?

Please see Question 1.

5. PWS 5.6 requires compatibility with "existing Auditorium A/V infrastructure" and with "existing equipment designated to remain in place." Will the Government provide an inventory (make and model) of the existing A/V equipment and identify which items are to remain, be replaced, or be removed? Is the Contractor responsible for de-installation and disposal or turn-in of replaced equipment?

There are several A/V control devices in the stack room behind the stage. These are not listed on any roster and the exact equipment nomenclature is unknown. These systems just control the audio settings as well as integrate with control panels and projectors

6. Are existing conduit, floor boxes, and cable pathways available for reuse between the control room, lecterns, podium, projector, screen, and speaker locations? Is core drilling or above-ceiling work permitted, and is the ceiling accessible?

There are existing pathways and core drilling above the ceiling is permitted. The ceiling is accessible via a cat-walk that is not visible from the floor of the auditorium.

7. PWS 4.3 assigns the Government responsibility for adequate power and structural backing for mounted equipment. Please confirm this includes rigging points and structural certification for the line-array speakers and projector mount, or advise whether the Contractor must provide structural engineering.

For the speakers it depends on where in the room they are installed. They were previously installed on dry wall and one fell off. The government does not have existing rigging points for the speakers. For the projector, the contractor shall provide the mount in place of the existing projector mount and projector systems.

8. What are the make, size (rack units), available space, power, and cooling condition of the existing equipment rack(s), and where are they located relative to the control room?

Located behind stage on ground level, control room is behind audience 3 floors up.

9. PWS 5.6(2) requires "dual, side-by-side, and multi-screen viewing configurations of up to eight separate display sources." Please clarify whether this means eight simultaneous windows on screen or eight switchable inputs with dual/quad windowing. Is a single projector or a dual-projector blended image intended, and what minimum brightness (lumens) and native resolution are required?

Eight switchable inputs with dual/quad windowing. Whether it is a dual vs single projector. The original design was a dual projector rear-throw mirror set up. One of the projectors no longer works and the current lumen output is 15,000 lumens. This is where the 30,000 lumen figure came from. The government is impartial to whether or not it is dual or single, the only consideration is a bright, clear projection.

10. Is the projector-screen upgrade a replacement of the surface only or of the full assembly (motorized or fixed)? What are the existing recess or frame dimensions the new screen must fit?

Full assembly fixed. The existing dimensions are roughly 19’x11’.

11. What is the "required conferencing environment" (e.g., Cisco, Microsoft Teams, DISA Global Video Services), and on which network (NIPRNet or SIPRNet) will the codec operate? Is a specific codec brand or model required for G-6 standardization or DoDIN APL compliance?

The required conferencing environment for NIPR is MS Teams environment and for SIPR is interoperability with CISCO call manager and products.

12. Are the two lecterns and one podium existing furniture to be retrofitted with connectivity, or new furniture to be furnished by the Contractor?

They will be retrofitted, not replaced

13. Will existing DSP, amplifiers, ceiling speakers, or assistive-listening equipment remain in service and require integration with the new line-array speakers and wireless microphones?

In the auditorium, the existing DSP, amplifies, and speakers will be integrated with the new speakers and microphones. There is currently no assistive-listening.

14. Beyond DFARS 252.225-7001, do brand-name, DoDIN APL, TAA, or TEMPEST requirements apply to any equipment under CLIN 0001?

TAA

15. What is the classification level of the Auditorium and the installed system? Will a DD Form 254 be issued, and what personnel clearance level is required for on-site installers and service technicians?

The classification of the space itself is OSS however it will be able to project classified and non-classified. Personnel must adhere to the policies listed in PWS 3.4.

A DD Form 254 will be required and is not provided by the government.

16. PWS 5.8 requires a three-year service agreement, while the RFQ lists CLIN 0003 plus Option CLINs 1003 and 2003. Please confirm each CLIN represents one 12-month period, when the first period begins (acceptance or award), and whether option pricing is included in the evaluated total price.

Yes each CLIN (0003-2003) represents one 12 month period and option pricing will be considered in the evaluated total price.

17. Does "parts repair or replacement" cover consumables and damage caused by misuse, or only failures of newly installed equipment? Is Government-retained legacy equipment covered under the service agreement?

Only damages caused by failures of the equipment installed by the contractor will be covered.

18. Is remote access permitted to satisfy the help-desk and software/firmware-update requirements, or must all support be performed on site?

No, remote access is not permitted.

19. Please state the relative importance of Price, Technical Capability, and Past Performance, and whether award will be made on a lowest-price technically acceptable or tradeoff basis. What past performance documentation is required (number of references, recency, relevance, format)?

Each of the factors (price, technical capability, and past performance) will be evaluated and considered in determining the award decision. An award will be given to the vendor who provides the best value to the Government. Relevant past performance will be any past performance for similar requirements, preferably the most recent contracts. There is no specified format.

20. Please confirm the Installation and Layout Plan and Acceptance Testing Plan are to be submitted with the quote, whether they are evaluated under Technical Capability, and whether page limits apply.

Yes, the Installation, Layout Plan and Acceptance Testing Plan should be submitted with the quote, they will be used to evaluate technical acceptability. There are no specified page limits.

21. Does the 150-calendar-day period of performance begin at award or upon issuance of installation-access credentials? Will documented OEM lead-time delays be considered excusable?

The 150-calendar-day period of performance will begin on the contract award date.

Documented OEM lead-time delays will be excusable.

22. Is there an incumbent integrator or existing maintenance contract on the Auditorium system? If so, please provide the contractor name and contract number.

There is not an incumbent integrator or existing maintenance contract.

23. Please confirm the quote closing date and time, and whether it will be extended to allow quoters to incorporate the Government's responses.

As stated before, due to the time constraints because of the Fiscal Year Closeout, the solicitation date will not be extended.
