About this opportunity
The Department of the Army Contracting Command (Army Contracting Command) seeks modernization of the fire alarm system at Building 780 (Sustainment Bistro/DFAC) at Schofield Barracks, Hawaii, with quotes due September 17, 2026 at 9:00 AM Hawaii Standard Time. The procurement is a Women-Owned Small Business (WOSB) set-aside, unrestricted designation, firm-fixed-price commercial services contract under FAR Part 12.
Place of performance is Schofield Barracks, Hawaii (780 Menoher Road). Work spans September 25, 2026 through July 30, 2027 following Amendment Six, the current update. The scope requires replacement of an obsolete EST2 fire alarm panel with a new Edwards EST4 Networked Life Safety Platform, encompassing field survey and design, demolition and removal of legacy equipment, installation of UL-listed Edwards EST4 components with full addressable device integration, system programming and dispatch connection, 100% point-to-point testing and Authority Having Jurisdiction acceptance, and operator training with one-year warranty. All work must integrate with existing building safety systems including kitchen hood suppression, gas shutoff, HVAC shutdown, and sprinkler systems. Work occurs during standard government hours (7:30 a.m. to 4:00 p.m., Monday through Friday, excluding federal holidays).
The contractor must deliver six firm-fixed-price contract line items: Field Survey & Engineered Design; Demolition & Removal of legacy EST2; Edwards EST4 System Materials & Installation; System Programming & Dispatch Connection; Testing, Commissioning & AHJ Acceptance; and System Training, Turnover & Closeout. All work must comply with NFPA 72, NFPA 101, and UFC 401-001 Anti-Terrorism/Force Protection standards with zero-defect quality (AQL 0%).
Quoters must submit two separate volumes: Technical Approach (maximum 5 pages) addressing survey methodology, system removal and installation, programming and commissioning, environmental and safety compliance, project schedule, qualifications and certifications, and minimum two relevant work experience projects from the past three years; and Price Quote (maximum 5 pages) with itemized firm-fixed pricing for each contract line item. Evaluation weights technical approach and price approximately equally. Award will be made to the responsible quoter offering best value; the government reserves the right to award without discussions. A mandatory site visit occurred August 13, 2026 at 9:30 AM.
