About this file
This is a Questions & Responses document for Solicitation #W912CN-26-Q-A050, a fire alarm system upgrade project at Schofield Barracks DFAC Building 780.
The project requires upgrading the existing fire alarm system to comply with current NFPA codes, with a performance period from August 24, 2026 to September 25, 2026. Key deliverables include design and installation work to integrate existing fire protection systems (fire alarm, HVAC duct detectors, fire sprinkler, and hood suppression systems) with a new fire alarm panel. A Fire Protection Engineer will determine necessary upgrades per recent NFPA standards, including evaluation of existing horn/strobes for compliance and synchronization per NFPA 72 §18.4.3, which may require installation of visible notification appliances (strobes) in rooms currently lacking them. The contractor must provide training to DPW personnel on system testing and operation, and a Quality Control Fire Protection Engineer is required. Existing manual pull stations (SIGA-270 and SIGA-278 types) and field devices will be utilized. No mass notification capability is required, and no new water-resistant devices are needed. The Authority Having Jurisdiction is Leo Pascua and Patrick Allen at Fed Fire (808-471-8016/8001). Hood Fire Suppression System maintenance contact is Kinetix Fire & Life Safety Experts (1-877-223-3000), and fire sprinkler maintenance contact is Cody Hashimoto, DPW Fire Suppression Supervisor (808-864-1448). DPW technicians will handle troubleshooting of the existing King Fisher Panel. The contractor must expedite equipment delivery to meet the compressed 33-day project timeline, as fire alarm equipment typically requires 4-6 weeks lead time.

5. The existing building has horn/strobes, please confirm that speaker/strobes will NOT be required for this project.
Response:
A Fire Protection Engineer will determine the project's necessary upgrades and designs per recent NFPA codes: If the existing horn/strobes are compliant and adequate for the building’s use and are compliant with the new upgraded fire alarm system then no, they will not be required.
6. The existing building horn/strobes are not synchronized and do not have the circuiting for synchronization. Please advise if these notification appliance will need to be synchronized per current codes.
A Fire Protection Engineer will determine the project's necessary upgrades and designs per recent NFPA codes: If this is a code requirement to bring the current fire alarm system up to code then, yes.
7. The existing building does not have mass notification and the notification appliances are not rated for mass notification. Please advise is mass notification will be required.
No. Mass notification is not required
8. The existing fire alarm system has (2) type of pull stations – single action SIGA-270 and double action SIGA-278. Please advise if all manual pull stations shall be the same type.
Response:
The 2 types of manual pull stations are acceptable.
Existing devices in the field will be utilized.
9. Some of the existing room that today may require notification appliances do not have them.
Please advise if they are required to be added to the system under this contract.
Response:
A Fire Protection Engineer will determine the project's necessary upgrades and designs per recent NFPA codes. NFPA 72 §18.4.3 requires visible notification appliances (strobes).
If required, yes.
10. Fire alarm equipment generally has a lead time of 4-6 weeks after the order is approved for release. The project period of performance is 24 August 2026 to 25 September 2026.
Please advise how to extend the duration of the project to account for material delivery.
Please expedite shipping as we are required to meet this deadline.
11. Please advise on areas the require water resistant fire alarm equipment.
No new water resistance devices needed. Existing field devices will be utilized
12. Please forward the contact information for the Hood Fire Suppression System testing and maintenance organization(s).
Kinetix Fire & Life Safety Experts Kinetixfire.com – 1-877-223-3000 Refer to the attached PDF file titled “SB Bldg. 780 Fire Suppression Semi-Annual Rpt.
(Updated Mar. 2026)”.
13. Please forward the contact information for the Fire Sprinkler testing and maintenance organization(s).
Response:
Cody Hashimoto (808) 864-1448 - cody.a.hashimoto.civ@army.mil DPW Fire Suppression Supervisor
14. The existing fire alarm system is reporting to a King Fisher Panel that has one trouble.
Please confirm troubleshooting/repair/replacement of the transmitter and interface panel is outside the scope of work.
DPW technicians will troubleshoot and repair any faults from the King Fisher Panel
15. Will a Quality Control Fire Protection Engineer be required for this Project?
Yes. Refer to PWS section 13 Safety Requirements.
16. Please confirm Training requirements for the fire alarm system.
The contractor should train the DPW personnel to test/operate the system.
Refer to PWS section 3.6 Provide Training and Turnover.
17. Locations of the existing hood fire protection system inferfaces were not cleasry marked in the field. Please confirm locations.
Response:
We do not service or test hood suppression systems. Kinetix Fire & Life Safety handles them. From field observations, these systems only operate mechanically via fusible links or manual pull stations. A microswitch then activates the building’s fire alarm. Consequently, we are unaware of any other interfaces. Please contact Kinetix for more information.
18. Please provide annual maintenance reports for the fire alarm system, fire sprinkler system and hood fire suppression systems.
There are no current maintenance reports on hand.
19. The existing King Fisher Interface Panel does not have a separate signal for duct smoke detectors and does not appear to have the electronic components to add another signal circuit.
The existing building may have duct smoke detectors that will need to tie into the new fire alarm system. Please advise if the duct smoke detectors would go under the existing smoke detector signal on the panel.
Duct detectors can be on the same circuit as the existing smoke detector circuit on the King Fisher panel. FPE determination will be considered.
20. Under line item 005 – who is considered the Authority Having Jurisdiction for this project?
Leo Pascua and Patrick Allen 808-471-8016/8001 – Fed Fire
21. On the Work Experience Reference Sheets, what are the multi-year areas for line items 6 and 7?
Contractor must annotate whether they had government contracts over one year
