1. Basis for Award
The Government intends to award a single firm-fixed-price contract resulting from this solicitation to the responsible quoter whose quotation conforms to the solicitation requirements and represents the best value to the Government, price and other factors considered. The Government will use a Price and Other Factors basis for award, conducting a comparative evaluation of quotations in accordance with RFO 12.203(c)(2). This comparative evaluation allows the Government to directly compare the relative merits of technical capability and price between competing quotes to determine which offer represents the most advantageous solution. The non-price factor (Technical Approach) is approximately equal to price in the award decision. The Government reserves the right to select a quoter that is other than the lowest-priced, or other than the highest technically rated, if it is determined to be in the best interest of the Government. The Contracting Officer may perform a comparative evaluation of quotations in accordance with FAR 12.203(c)(2), including comparing quotations to one another to assess price reasonableness and the acceptability of technical submissions. The Government may award without discussions.

Factor 1 Technical Approach
Acceptable: The Offeror provides a detailed narrative that clearly demonstrates an understanding of the PWS by adequately addressing all four of the following milestones:
Survey and Design (PWS 3.1): Clearly articulates an approach to documenting existing conditions, identifying deficiencies, and developing an EST4 layout compliant with NFPA 72, NFPA 101, and Authority Having Jurisdiction (AHJ) requirements.
System Removal & Installation (PWS 3.2 & 3.3): Provides a viable methodology for removing obsolete EST2 components and installing the Edwards EST4 system without disrupting facility operations, explicitly addressing integration with existing life safety interfaces (kitchen hood suppression, gas shutoff, HVAC, sprinkler flow).
Programming & Commissioning (PWS 3.4 & 3.5): Outlines sound procedures for custom label programming, establishing sequence of operations, 100% point-to-point testing, and securing AHJ acceptance.
Environmental & Safety Compliance: Includes a clear acknowledgment and viable plan to comply with PWS Section 7 (hazardous materials handling/disposal, EM 385-1-1 safety plan submissions, and installation access).
Schedule and Project Management
Acceptable: The Offeror provides a detailed project schedule (e.g., Gantt chart) that logically sequences all necessary work, including design approval, equipment procurement, installation, and AHJ acceptance testing and conclusively demonstrates that all tasks will be completed within the strict Period of Performance of 31 August 2026 to 1 October 2026.
Qualifications and Certifications
Acceptable: The Offeror provides valid, verifiable proof (copies of certifications/licenses) demonstrating that all proposed technicians and installers hold:
Current manufacturer certifications to install and program the Edwards EST4 Networked Life Safety Platform.
All applicable and required state/local licensing for fire alarm installation.
Relevant Work Experience
Acceptable: The Offeror submits a completed Attachment 0001 - Work Experience Reference Sheet that provides exactly, or at least, two (2) project examples meeting the following criteria:
Performed within the last three (3) years.
3.
Are of similar size, scope, and complexity to the PWS requirements (specifically demonstrating fire alarm system modernization, Edwards EST platform migrations, or work performed on DoD/military installations).
Includes all requested data fields: Project Title/Contract Number, Client Name, POC (Name /Phone/Email), Total Contract Value, Period of Performance, and a brief description establishing relevance to the current PWS.
Factor 2 Price: The Government will evaluate the total overall price for completeness and determine if it is fair and reasonable in accordance with FAR 12.204. The Government expects competitive quotes and will use those quotes to determine price reasonableness. If competitive quotes are not received, the Government reserves the right to utilize other methods available under the FAR.
Price Analysis Techniques: The Government will evaluate the total overall offered price using one or more of the following price analysis techniques to verify fairness and reasonableness:
Comparison of Quoted Prices: Comparison of the competitive firm-fixed-price quotes received in response to this solicitation. This is the preferred method of analysis.
Comparison with Historical Prices: Comparison of the offered prices to historical prices paid by the Government or other entities for the same or similar fire alarm modernization efforts, adjusted to account for Hawaii-specific market factors, inflation, and varying contract terms.
Parametric Estimating: Application of rough estimating metrics or "yardsticks" (such as historical price per device point, panel capacity, or local labor-mix ratios) to identify significant pricing inconsistencies.
Comparison with Competitive Published Price List: Comparison against competitive published price lists, GSA schedule pricing, or industry indexes.
Comparison with the Independent Government Estimate (IGE): Direct comparison of the offeror's itemized CLIN prices against the detailed Government-developed estimate.
Market Research Comparison: Comparison with prices obtained through recent market research for comparable commercial life-safety installations in Hawaii.
Completeness. Each Quoter is required to provide complete pricing for each contract line item (CLIN) identified. This section must be mathematically accurate and include all CLINs and the associated option periods that the Quoter identifies in their quote.
Unbalanced Pricing. The Quoter shall ensure the pricing of contract line items are not significantly over or understated, which may increase performance risk or result in unreasonably high prices.
