About this opportunity
The Department of the Navy Naval Facilities Engineering Command seeks Design-Bid-Build dredging services at three locations in Virginia Beach—JEBLC Fuel Pier, JEBLC Anzio Beach Sandbar, and JEBFS Utah Beach Sandbar—with proposals due September 1, 2026, at 2:00 PM local time. No set-aside applies; this is full and open competition.
Place of performance is Joint Expeditionary Base Little Creek-Fort Story, Virginia Beach, VA. The NAICS code is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $37 million. PSC Z1KF applies.
The procurement carries two firm fixed-price contract line items. The base bid (CLIN 0001) covers FY26 dredging at JEBLC Fuel Pier: mobilization/demobilization, clamshell bucket dredging of approximately 25,000 cubic yards with placement into Berm Area #5, berm construction including debris removal, material dewatering, grading, and vegetation planting, and 16 hours of downtime compensation. Performance period is 180 calendar days from Notice to Proceed. Optional award (CLIN 0002) covers FY27 work at JEBLC Anzio Beach and JEBFS Utah Beach sandbars, comprising approximately 320,000 cubic yards of dredging across multiple berm areas with similar ancillary work and 24 hours of downtime compensation; performance period is 270 calendar days. The government will award the option within 180 calendar days of base contract award if exercised. Environmental time-of-year restrictions apply April 1–June 30 for sandbar dredging; contractor demobilization during this period is at contractor expense. Actual payment is based on work performed; equitable adjustments apply if actual quantities vary more than 15 percent from estimates.
The government estimate is $18.286 million total ($1.732 million base, $16.554 million option). Two offers were received at bid opening: Seaward Marine at $15.264 million and Hamptons Roads Leasing dba W3 Marine at $23.948 million, both with acknowledged amendments.
Liquidated damages are $1,135.42 per day for base work and $7,234.82 per day for option work. A bid guarantee of at least 20 percent of proposed price (not exceeding $3 million) and performance/payment bonds at 100 percent of aggregate contract value are required within 10 days of award. Davis-Bacon prevailing wage rates apply per General Decision VA20260001 (effective 05/18/2026).
Large businesses must submit an Individual Small Business Subcontracting Plan as Attachment C; compliance with FAR 19.109 and FAR clause 52.219-9 required. Individual Subcontract Reports (ISR) and Summary Subcontract Reports (SSR) are due quarterly via SAM.gov. Contractors must submit completely filled SECNAV 5512 forms and an ODP spreadsheet. A mandatory site visit was held August 20, 2026; base access required submission by August 11. All inquiries must reach Angela Clifton (angela.j.clifton2.civ@us.navy.mil, 757-334-3893) at least 10 calendar days before proposal due date. Four amendments (0001–0004) were issued through August 31, 2026, clarifying dredging methods (clamshell and hydraulic cutterhead permitted for sandbars; clamshell with hydraulic offloading only at fuel pier; mechanical offloading and dragline prohibited at fuel pier), line-item cost allocation, and bid opening procedures.
