Bid Price Schedule Summary

This is a Bid Price Schedule for dredging projects at Joint Base Little Creek-Amphibious Base Little Creek (JEBLC) and Joint Base Fort Story (JEBFS) in Virginia Beach, Virginia (e-Projects WO# 1840734). The schedule contains pricing for a base bid and one option item with estimated quantities marked by asterisks, indicating that contractors will only be paid for work actually performed.

The base bid (Line Item 0001) encompasses FY26 dredging at JEBLC Fuel Pier, totaling approximately 25,000 cubic yards (CY). It includes four sub-line items: mobilization/demobilization (1 LS), dredging via clamshell bucket with deposit to scow/barge and placement in Berm Area #5 (25,000 CY), construction of Berm Area #5 including debris removal, material dewatering, grading, and vegetation planting (25,000 CY), and compensation for operational downtime/delays (16 hours). Option Item No. 1 (Line Item 0002) covers FY27 dredging at JEBLC Anzio Beach Sandbar and JEBFS Utah Beach Sandbar, totaling approximately 320,000 CY across multiple berm construction areas (Berm Areas #3, #4, #6, #7, #8, #9, and #10), with similar ancillary work requirements and 24 hours of downtime compensation. Award will be evaluated on total proposed price for both base and option items combined. A firm fixed price is required with no economic price adjustment provision. The Government reserves the right to award the option within 180 calendar days of base contract award, with an additional 270 calendar days added if the option is exercised. If actual quantities vary more than 15 percent above or below estimated quantities, equitable adjustment or deductive modification applies. Performance bonding must reflect 100 percent of aggregate contract value if Option Item 0002 is exercised. The base bid has a 180-day completion requirement from Notice to Proceed (NTP), while the option has a 270-day requirement with an environmental time-of-year restriction from April 1 through June 30 for Chesapeake Bay shoreline work.

TOTAL PRICE FOR LINE ITEMS

0001 AND 0002

GENERAL BID NOTES

a. Award will be evaluated on the total proposed price for Line Items 0001 – 0002, Base Price and the sum of all Option Item prices. The subtotal of Line Item 0001A-0001D is included in Line Item 0001.

b. The Government reserves the unilateral right to award Line Items 0002 to the Contractor at the proposed price within 180 calendar days after the contract award and in accordance with all bid notes. A firm fixed proposed price is required for Line Items 0001 and 0002. No provision is made for economic price adjustment. In the Line Item 0002 (Option Item No. 1) is awarded, an additional 270 calendar days will be added from the date of option award.

c. Quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities. Contractor shall only be paid for quantities/units of work actually performed. If the estimated quantity used in the bid schedule is not reached, a deductive modification shall be taken at the end of contract for quantities/units not performed. If the estimated quantity is exceeded, an equitable adjustment shall be made to the contract price for work performed over the estimated quantity. If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.

d. Evaluations of Options (JUL 1990). Except when it is determined in accordance with FAR 17.202 (b)

(DEVIATION 2026-O0027) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for Line Items 0002 to the total price for the Base Bid, (Line Item 0001). Evaluation of options will not obligate the Government to exercise the Option(s). (FAR 52.217-5

DEVIATION 2026-O0038).

e. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly understated for some work and prices which are significantly overstated for other work.

f. Failure to enter a price for any Line Item will result in a proposal being rejected.

g. For bid items where unit prices are indicated as required, bidders shall enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the extended total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

h. If Line Item 0002 is exercised, additional bonding and consent of surety is required. Consequently, the

Performance Bond must reflect 100 percent of the aggregate amount of all items.

PERMITS BID NOTES

a. Base Bid: Project permits remain under review by regulatory agencies; therefore, a delay in the construction start is anticipated. Once the contract has been awarded and all regulatory permits have been issued, the government and the contractor will negotiate the execution schedule. A Notice to Proceed (NTP) will be issued within approximately 90 days or less from the contract award date. Upon issuance of the NTP, the contractor shall begin mobilization and dredging no later than 30 days after NTP. All work shall be completed no later than 180 days from the NTP date.

b. Option 1: Project permits remain under review by regulatory agencies; therefore, a delay in the construction start is anticipated. In addition, an environmental time-of-year restriction from April 1 through June 30 will apply to the sandbar dredging and sand berm construction along the Chesapeake Bay shoreline.

c. Option 1: Once the bid option has been awarded and all regulatory permits have been issued, the government and the contractor will negotiate the execution schedule. A Notice to Proceed (NTP) will be issued within approximately 60 days or less from the contract award date. Upon issuance of the NTP, the contractor shall begin mobilization and commence with dredging work no later than 30 days afterward. All work shall be completed no later than 270 days from the NTP date.
