BID PRICE SCHEDULE SUMMARY

This is a Bid Price Schedule for dredging projects at Joint Base Little Creek–Story (JEBLC) and Joint Base Fort Story (JEBFS) in Virginia Beach. The solicitation covers a base bid (Line Item 0001) for FY26 dredging at JEBLC Fuel Pier and an option item (Line Item 0002) for FY27 dredging at JEBLC Anzio Beach Sandbar and JEBFS Utah Beach Sandbar. Bidders must provide firm fixed prices for all line items; failure to price any line item results in rejection of the proposal. The base bid includes mobilization/demobilization, clamshell bucket dredging of 25,000 cubic yards (CY) from the Fuel Pier with material deposited into Berm Area #5, and downtime compensation for operational delays. The option item encompasses dredging of 140,000 CY from Anzio Beach and 180,000 CY from Utah Beach using either clamshell or hydraulic cutterhead methods, with material placement into Berm Areas #3, #4, #6, #7, #8, #9, and #10. All dredging and berm construction work includes debris and vegetation removal, material dewatering, containment measures, grading, and vegetation planting.

Award will evaluate the total price for both base bid and option items combined. The Government reserves the unilateral right to award the option within 180 calendar days of base contract award, with an additional 270 calendar days added if the option is exercised. Quantities marked with asterisks are estimated; actual payment is based on work performed, with equitable adjustments applied if actual quantities vary more than 15 percent above or below estimates. The base bid must be completed within 180 days of the Notice to Proceed (NTP), issued approximately 90 days after contract award. The option item must be completed within 270 days of its NTP (issued within 60 days of option award) and is subject to an environmental time-of-year restriction from April 1 through June 30 for Chesapeake Bay shoreline work. Performance bonding at 100 percent of aggregate contract value is required, with additional bonding and surety consent necessary if the option is exercised.

GENERAL BID NOTES

a. Award will be evaluated on the total proposed price for Line Items 0001 – 0002, Base Price and the sum of all Option Item prices. The subtotal of Line Item 0001A-0001D is included in Line Item 0001.

b. The Government reserves the unilateral right to award Line Items 0002 to the Contractor at the proposed price within 180 calendar days after the contract award and in accordance with all bid notes. A firm fixed proposed price is required for Line Items 0001 and 0002. No provision is made for economic price adjustment. In the Line Item 0002 (Option Item No. 1) is awarded, an additional 270 calendar days will be added from the date of option award.

c. Quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities. Contractor shall only be paid for quantities/units of work actually performed. If the estimated quantity used in the bid schedule is not reached, a deductive modification shall be taken at the end of contract for quantities/units not performed. If the estimated quantity is exceeded, an equitable adjustment shall be made to the contract price for work performed over the estimated quantity. If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.

d. Evaluations of Options (JUL 1990). Except when it is determined in accordance with FAR 17.202 (b)

(DEVIATION 2026-O0027) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for Line Items 0002 to the total price for the Base Bid, (Line Item

0001). Evaluation of options will not obligate the Government to exercise the Option(s). (FAR 52.217-5

DEVIATION 2026-O0038).

e. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly understated for some work and prices which are significantly overstated for other work.

07BeachVA

f. Failure to enter a price for any Line Item will result in a proposal being rejected.

g. For bid items where unit prices are indicated as required, bidders shall enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the extended total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

h. If Line Item 0002 is exercised, additional bonding and consent of surety is required. Consequently, the

Performance Bond must reflect 100 percent of the aggregate amount of all items.

PERMITS BID NOTES

a. Base Bid: Project permits remain under review by regulatory agencies; therefore, a delay in the construction start is anticipated. Once the contract has been awarded and all regulatory permits have been issued, the government and the contractor will negotiate the execution schedule. A Notice to

Proceed (NTP) will be issued within approximately 90 days or less from the contract award date. Upon issuance of the NTP, the contractor shall begin mobilization and dredging no later than 30 days after

NTP. All work shall be completed no later than 180 days from the NTP date.

b. Option 1: Project permits remain under review by regulatory agencies; therefore, a delay in the construction start is anticipated. In addition, an environmental time-of-year restriction from April 1 through June 30 will apply to the sandbar dredging and sand berm construction along the Chesapeake

Bay shoreline.

c. Option 1: Once the bid option has been awarded and all regulatory permits have been issued, the government and the contractor will negotiate the execution schedule. A Notice to Proceed (NTP) will be issued within approximately 60 days or less from the contract award date. Upon issuance of the

NTP, the contractor shall begin mobilization and commence with dredging work no later than 30 days afterward. All work shall be completed no later than 270 days from the NTP date. Should the contractor choose to demobilize from the project site during the April 1 through June 30 environmental time-of-year restriction, they do so at their sole expense and shall not be entitled to additional mobilization/demobilization payment(s).
