About this file
This is Amendment 0002 to solicitation N4008526B0008, a Design-Bid-Build (DBB) contract for dredging services at Naval Station Norfolk, Virginia Beach, Virginia. The amendment is effective August 19, 2026, and was issued by NAVFACSYSCOM MID-ATLANTIC. The contract involves dredging at JEBLC Fuel Pier, JEBLC Anzio Beach Sandbar, and JEBFS Utah Beach Sandbar with material placement into berms for beach construction.
The amendment incorporates two primary changes: (1) an updated Attachment D—Price Proposal Form REV1, and (2) responses to 11 Requests for Information (RFIs). Key clarifications from the RFI responses include: hydraulic cutterhead dredging is not permitted at the fuel pier (bucket dredging with hydraulic offloading only), though it is permitted at Anzio and Utah Beach sandbars; mechanical offloading is not permitted for specified line items due to pending Army Corps of Engineers and issued Virginia Marine Resources Commission permits requiring hydraulic placement; the government will provide pre-dredge survey point data prior to construction; contractors must bid using government-provided volumes and cannot conduct independent hydrographic surveys; temporary stockpiling of fuel pier material on the beach for Berm #5 is permitted if stormwater outfalls are not obstructed; dragline mechanical dredging is acceptable for sandbars; temporary crane trestles are not permitted; coir logs are required around Berm #8 upland portions in standard density; and surveys referenced in drawings were performed February 24, 2026. The contract point of contact is Angie Clifton at angela.j.clifton2.civ@us.navy.mil.

RFI # Page Section Paragraph Question Response
35 20 23 3.2.6.1
Section 35 20 23 states that dredging is to be performed using a mechanical method, with the material placed into a barge or scow and subsequently hydraulically unloaded for berm construction.
Since the material will ultimately be hydraulically pumped to the designated placement areas, please allow the use of a hydraulic cutterhead dredge to excavate and pump the material directly to the berms.
Direct hydraulic placement would reduce material handling, eliminate the need to load and hydraulically unload barges or scows, and avoid the potential for barge or scow overflow. The
Request for hydraulic cutter head dredging of fuel pier area shall not be permitted. The pending permit for the fuel pier dredging only allows bucket dredging with hydraulic offloading and placement. Sandbar dredging at Anzio and Utah Beaches may be dredged mechanically or via a hydraulic cutterhead dredge with direct pumping.
Contractor would remain responsible for satisfying all specified dredging limits, environmental controls, dewatering and containment measures, grading requirements, navigation requirements, and final berm construction criteria.
Please confirm that direct pumping from a hydraulic cutterhead dredge will be permitted as an acceptable alternative dredging and placement method.
2 2-3 Attachment D
Refer to Attachment D - Price Proposal Form JEBLC Dredging. Line Item 0002D, 0002E, 0002, F of CLIN 0002 are prescribed to be unloaded hydraulically.
Can Line Items 0002D, 0002E, 0002F of CLIN 0002 be offloaded mechanically, similar to Line Item 0001C of
CLIN 001?
Request shall not be permitted.
Pending Army Corps permit and already issued VMRC permit only allow for hydraulic placement of material onto the beach and berm areas.
Can a copy of the permit be provided to the contractor?
The permit is still pending with the Army Corps of Engineers. VMRC permit for sand placement at JEB Fort Story in Public Works Cove has been issued. Copies of the permits will be provided to the contractor once all have been issued.
4 V-001
When were the surveys referenced in the "Hydrographic and Dredging Notes" performed?
24 February 2026
5 V-001
Please provide the point data files for the survey information shown on the drawings.
The government will provide the contractor with the pre-dredge survey point data prior to commencing with the dredging.
6 V-001
Will the Government allow the bidders to perform independent hydrographic surveys at the (3) dredge sites prior to bid submission?
No, contractor shall bid project using the volumes shown in the bid schedule.
7 V-102
For construction of Berm #5, will the Government allow the contractor to directly stockpile the dredge material from the dredge prism to the beach, subsequently transported and placed at Berm #5?
Yes, material dredged from the fuel pier area may be temporarily stockpiled on the beach in the immediate vicinity of the proposed Berm #5 for purposes of dewatering and staging. Stockpiled material shall not obstruct the nearby stormwater outfall pipes flow.
8 V-103 & V-104
Will the Government allow the contractor to utilize a dragline type mechanical dredge, staged on the beach to excavate the Anzio and Utah sandbars? The material would be excavated, stockpiled, and transported to the respective berms for placement.
Sandbar dredging at Anzio and Utah Beaches may be done mechanically or via a hydraulic cutterhead dredge with direct pumping. The use of a dragline bucket shall not be excluded as a means and method.
Will the Government allow the contractor to install a pile supported temporary crane trestle to perform the excavation in the swash zone?
No, the pending permit does not presently include the construction of a temporary crane trestle.
10 V-105
The drawings do not show a coir log around Berm #8 but bid item 0002F makes reference to containment measures. Please clarify if coir logs are required along the upland portion of Berm #8.
Yes, coir logs will be required around the uplands portion of Berm #8.
11 V-101 Are the 20" coir logs specified standard or high density?
Standard density coir logs will be adequate for this application.
