About this opportunity

The Department of the Interior Bureau of Indian Affairs Central Office seeks to award approximately eight indefinite delivery indefinite quantity (IDIQ) multiple award contracts for demolition services across the United States and Indian Country, with proposals due August 14, 2026, and a combined five-year ceiling of $120 million from September 23, 2026, to September 22, 2031. The procurement is 100 percent set-aside for Indian Small Business Economic Enterprises under the Buy Indian Act, foreclosing competition outside that pool.

Place of performance includes the Continental United States and Indian Country. The scope encompasses demolition of wood, metal, and masonry structures; potholing for utilities; removal of utility poles; asbestos and lead-based paint removal; mold remediation; and related engineering and survey work. A concurrent Seed Project award—demolition of ten non-historic structures at Gateway National Recreational Area in New York (Floyd Bennett Field, Fort Wadsworth, Great Kills, and Miller Field)—will be awarded to one IDIQ awardee and used for technical and price evaluation. The Seed Project includes hazardous material abatement and site restoration, with a six-month performance window. All task orders will be fixed-price contracts; no price schedule is established at the IDIQ level. Most projects are estimated at $50,000 to $10 million, though smaller and larger projects may be considered. Contractors selected for the IDIQ pool receive a minimum guarantee of $10,000 if not awarded any task orders during the contract term.

The NAICS code is 238910, Site Preparation Contractors. Evaluation uses best value trade-off methodology, weighing Experience (Factor 1), Past Performance (Factor 2), Seed Project Technical Approach Narrative (Factor 3), and Price (Factor 4). Service Contract Act prevailing wage rates apply to the New York Seed Project. The Government reserves the right to off-ramp non-competitive contractors and on-ramp new contractors during the contract period. Offerors must submit an Indian Economic Enterprise Representation Form and acknowledge receipt of all amendments, including Amendment 0008 (issued July 30) which revised the Seed Project scope to ten buildings and provided updated pricing schedules.
