About this file
This is Amendment 0007 to Solicitation 140A1626R0011, issued by the Bureau of Indian Affairs (BIA) Central Office (Code A16) in Reston, Virginia, with an effective date of June 5, 2026. The amendment extends the proposal due date to August 14, 2026, and provides revised Seed Project drawings and answers to contractor questions. The solicitation is for demolition services under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a performance period from September 23, 2026, to September 22, 2031. The government provided revised drawings for five structures: Sheet 32 (FWHB-435), Sheet 36 (FWHB-T354), Sheet 40 (GK Trailer), Sheet 48 (MFB-4), and Sheet 53 (MFB-5), with updates to high-value tree designations for protection and removal. The government committed to answering all outstanding questions by July 31, 2026, and confirmed no additional proposal extensions are anticipated beyond August 14th.
The amendment includes responses to 91 numbered questions addressing project scope, hazardous material abatement, utility disconnections, environmental compliance, structural demolition details, restoration requirements, tree protection, wildlife restrictions, bonding requirements, unit pricing applicability, and past performance evaluation criteria. Key clarifications include: CLIN 02 (NSFB-272) is excluded from contract scope; quantities shown are estimates subject to field verification with adjustments handled through formal change orders; no payment and performance bonds are required; unit prices apply only to the Seed Project and not to future task orders; and incomplete projects may receive lower ratings in past performance evaluation. The contracting officer is Jessica Kidd, and contractors must acknowledge receipt of the amendment prior to the specified proposal due date through completed forms or separate written communication referencing the solicitation and amendment numbers.

For the Price Volume Section 4 Section K, will the Government accept a statement that we have completed representations and certification in
Sam.gov, or does the Government require a copy of the Sam.gov reps and certs and will these be included in page count?”
Firms relying on their sam.gov representations, certifications and other statements do not need to submit their sam.gov record. The Government is able to review your represenations, certifications and other statements directly in sam.gov. There is no page limit for the price volume of the proposal.
72 Are payment and performance bonds required for the Seed Project work?
No bonds are required for the Seed Project. This IDIQ is a demolition services contract, not a construction contract.
Although bonds may be required on a case by case basis, the Government does not anticipate any bonding requirements for projects under the Demo-MAC.
Section L.6 establishes page limits for Volume I by factor: Experience (10 pages), Past Performance (10 pages), and Seed Project Technical Approach
Narrative (15 pages). Section L.5.5 requires a Table of Contents for each volume, and Section L.6.1 states that all pages with written content, including cover letters, Table of Contents pages, tables, illustrations, and appendices, will be counted in the page calculation. Section L.6.2 further states that Past Performance Questionnaires are excluded from the page limits and consecutive page numbering.
Please clarify whether Volume I is limited to 35 total pages inclusive of the required Table of Contents and any other written-content pages, or whether those items may be submitted in addition to the specified factor page limits.
Please see the answer to Question 5 in Amendment 5.
The Seed Project is limited to 15 pages total. However, the Government is requesting resumes and proof of certification for all 5 key personnel. This leaves little room to address the technical approach and organization for the Seed Project. Will the Government please consider removing the resumes and certifications from the page count?
Please review solicitation paragraphs L.8.2.1.3. Certification is only required for the Certified Industrial Hygienist. The information needed for each of the 4 resumes is described.
Extranous information is not desired. Please submit concise resumes. The page limit is not extended.
Please clarify how unit prices will be applied for future task orders and whether they will be adjusted based on site-specific conditions.
Each task order request for proposal will include instructions for the submission of a price proposal. Unit pricing submitted for the Seed Project is not binding or applicable to other task orders.
Will unit prices be used for scope growth within the seed project, or only for future task orders?
Unit prices submitted for the Seed Project will only be appilcable to the Seed Project.
Please confirm whether unit prices are intended to cover all conditions or if varying site conditions will allow for adjusted pricing.
Proposed prices should include all requirements in the solicitation.
Please confirm that quantities shown in the bid documents represent estimated values and are subject to field verification.
Please see the answer to Question 10
Does the owner intend to rely on contractor-provided unit pricing to adjust scope post-award without renegotiation?
No.
Please define what constitutes “incidental work” versus “change in scope” under this contract.
The terms referenced have standard, commonly understood meanings within this industry.
Will differing site conditions be handled under a standard changes clause, and what documentation will be required for adjustment?
This solicitation is for services not construction and therefore does not include the differing site conditions clause. It does include FAR 52.243-1 Changes-Fixed-Price (Deviation, October 2025) Alternate 1 (Deviation, October 2025) as well as many other clauses that may be relevent during contract administration.
Spec 01 11 00, paragraph 1.9 notes several additional hazardous reports in an appendix that are not provided. Please provide.
Please see Amendment 0006. No additional reports will be provided.
Could a project that is 85% complete be considered for Factor 1:
Experience? Please advise.
Incomplete projects, by their nature, do not indicate an offeror's ability to complete projects and may therefore result in a lower rating. Incomplete projects may also have less or no available past performance information, and as described in Solicitation paragraph M.3.2.1, more emphasis will be placed on projects submitted for Factor 1 when evaluating past performance, so an incomplete project submitted for Factor 1 may have an effect on ratings for Factor 2 as well.
We request the Cover Letter and the Table of Contents be removed from the page count since they’re required outside of Factors 1, 2 and 3, for which page limitations have been identified.
Please see the answer to Question 5 in Amendment 5.
85 Are CPARS also excluded from the page count? Please see the answer to Question 5 in Amendment 5.
Factor 2 – page limit is 10 pages. If neither CPARS or PPQs count toward the page limit, what other documentation would the government accept in this section that would be included in the 10 pages?
Please see Solicitation section L.7.2. No other information other than that outlined in section L.7.2 is desired.
87 Would a project that is substantially complete be acceptable? Please see the answer to Question 83.
Does the government want a breakout of cost for each CLIN to accompany
Attachment 2?
Price for the Seed Project should be submitted in accordance with Section L.9.1.1.5.
89 For the SEED project, can you confirm if the structures are on federal land? Yes. The structures are on federal land.
Please define what constitutes a "substantial" difference between the
Government-estimated hazardous-material quantities and the actual quantities encountered in the field.
If either party believes the difference to be substantial, a negotiated modification can be pursued.
What documentation do you need from an individual Native-owned business at time of offer to verify ISBEE status?
An IEE representation form (Attachment 8 to the solicitation) and an active sam.gov registration indicating small business size under the solicitation NAICS code.
