About this file

This is a Hazardous Building Materials Survey Report prepared by Mabbett & Associates, Inc. for the Gateway National Recreation Area (GATE) Deferred Maintenance and Building Demolition Project. The report documents the presence of asbestos-containing materials (ACM), lead-containing paint (LCP), and polychlorinated biphenyls (PCBs) across multiple buildings scheduled for demolition at five locations: NIKE Launch Site (Buildings 429-435, 437), Fort Hancock (Buildings 124, 131), Miller Field (Buildings 3-5, 7), Sandy Hook (Building 600), Fort Tilden (Building T148), Fort Wadsworth (Buildings 354, 406, 435), and Great Kills Ranger Trailer. The survey was conducted in two phases—Part I covering five buildings in January 2025 and Part II (Modification 1) covering the remaining buildings in March 2026.

The survey results identified five materials containing asbestos greater than one percent (exceeding EPA and OSHA regulatory thresholds), three paint chip samples with lead concentrations exceeding HUD standards of 0.5 percent by weight and 1.0 mg/cm² by XRF, and five suspect PCB building material samples that tested non-detect and are below TSCA-regulated thresholds. The assessment involved 98 bulk samples collected from 48 homogeneous areas and analyzed using PLM and TEM methodologies by AmeriSci Richmond (NVLAP/NIST-accredited), with paint chip analysis by Scientific Analytical Institute and PCB analysis by Pace (NELAP-accredited). Some buildings received limited visual inspection only, with areas inside walls, pipe chases, mechanical equipment, and electrical systems documented as inaccessible, noting that the survey does not claim to have identified all hazardous materials that could be present.

1.0 INTRODUCTION

Mabbett and Associates, Inc. (Mabbett®) performed a survey for hazardous building materials as part of the GATE Building Demolition Project at Miller Field Building 5, Fort Tilden Building T148, Fort Wadsworth Building 354 and Great Kills Ranger Trailer located in New York City, New York and NIKE Launch Site Building 435 located in Sandy Hook, New Jersey. The purpose of the survey was to assess the buildings for the presence of hazardous and regulated building materials, including asbestos-containing materials (ACMs), lead containing paint (LCP) and polychlorinated biphenyls (PCBs). The survey was performed by Mr. Jacob T. Walsh of Mabbett and Mr. Giorgi Isakadze of Hillmann Consulting on December 11th and 12th, 2024 and consisted of the following activities:

An Asbestos Containing Material (ACM) survey of suspect materials (analysis using stop positive methodology, polarized light microscopy [PLM], and transmission electron microscopy [TEM]);

Lead Containing Paint (LCP) sampling (analysis by atomic absorption [AA] spectroscopy); and Polychlorinated Biphenyls (PCB) Containing Building Materials sampling (analysis performed by SW-846

Method 8082A); and

At the time of the survey the buildings were inactive. Areas and materials outside of this scope of work were not surveyed by Mabbett.

1.1 Purpose and Objectives

This hazardous building material survey was comprised of three primary project tasks including:

Evaluation of existing site conditions and formulation of a sampling plan;

Site survey to collect building material samples for laboratory analysis; and Development of this Hazardous Building Materials Survey Report.

This project was designed to accomplish two primary objectives: (1) to collect a representative number of building materials for laboratory analysis and reporting; and (2) to use data from the laboratory analysis efforts to estimate the volume of hazardous and regulated building materials present within the building’s interior and exterior for subsequent use in development of an abatement scope. These two objectives were met through a combination of a site inspection to collect building material samples for laboratory analysis; interpretation of qualitative data collected in the field; and the quantitative laboratory data generated from analysis of the building materials as summarized in this survey report.

1.2 Summary of Survey Results

As required by State and Federal regulations, bulk samples of suspected ACM were collected by Mabbett and submitted using chain of custody (COC) procedures to AmeriSci Richmond (AmeriSci) of Midlothian, Virginia.

AmeriSci is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) and National Institute Standards and Technology (NIST). The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) define ACM as any material that contains greater than one percent (>1%) asbestos.

Paint chip samples were collected by Mabbett for lead analysis using AA spectroscopy and submitted using COC procedures to Scientific Analytical Institute (SAI) of Greensboro, North Carolina.

PCB building material samples were collected for PCB extraction using Analytical Method 1,8082A under COC procedures to Pace of Westborough, Massachusetts. Pace is accredited by the National Environmental Laboratory Accreditation Program (NELAP).

The survey efforts yielded the following results:

Ninety-eight (98) bulk samples for suspect ACM were collected for laboratory analysis and reporting. Five

(5) materials were determined to contain asbestos;

Three (3) Paint chip samples collected from painted building surfaces collected during this survey effort revealed concentrations of lead in paint that exceed the U.S. Department of Housing and Urban Development (HUD) threshold of 0.5 percent by weight and 1.0 mg/cm² by XRF; and

Five (5) suspect PCB building material samples were collected and submitted for laboratory analysis as part of this survey. Based on laboratory analysis the materials were non-detect for PCBs and are below the TSCA regulated PCB Bulk Product Waste threshold.

2.0 ASBESTOS CONTAINING MATERIAL SURVEY

The asbestos survey was performed on December 11th and 12th, 2024 by Jacob T. Walsh of Mabbett and licensed asbestos investigator Giorgi Isakadze (NYSDOL#24-6S3HD-SHAB ) of Hillmann Consulting. Prior to collecting samples, a visual screening assessment was conducted to identify locations of suspect ACM and develop a sampling plan.

Only areas that were accessible during the field work phase were included in the survey, with reasonable efforts made to access areas needed to complete the asbestos survey and sampling program. Any unsampled or new Destructive investigation of operating equipment was not conducted.

2.1 Sampling Methodology

Bulk samples for asbestos analysis were collected using EPA National Emissions Standards for Hazardous Air Pollutants (NESHAP), 40 CFR Part 763, and Asbestos Hazard Emergency Response Act (AHERA) protocols. Bulk suspect ACM sampling was conducted according to the following standard sampling protocol:

Friable surfacing material:

At least three bulk samples shall be collected from each homogeneous area of surfacing material that is 1,000 ft2 or less;

At least five bulk samples shall be collected from each homogeneous area of surfacing material that is greater than 1,000 ft2 but less than or equal to 5,000 ft2;

At least seven bulk samples shall be collected from each homogeneous area of surfacing material that is greater than 5,000 ft2;

Thermal system insulation:

At least three bulk samples shall be collected from each homogeneous area of thermal system insulation;

At least one bulk sample shall be collected from each homogeneous patched area of thermal system insulation;

Sufficient samples shall be collected from elbows and fittings;

Bulk samples shall not be collected from any homogeneous area where the state-licensed asbestos inspector determines that the thermal system insulation is fiberglass, foam glass, rubber, or other non-ACM;

Miscellaneous material (e.g., joint compound, roofing, gaskets, floor coverings, decorative coatings, wire insulation):

At least two bulk samples shall be collected from each homogeneous area of miscellaneous material that is less than 100 ft2.; and At least three bulk samples shall be collected from each homogeneous area of miscellaneous material that is greater than 100 ft2.

Areas that were inaccessible or where the survey was limited to visual observation only:

within walls within enclosed pipe/duct chases inside mechanical equipment/ductwork inside electrical equipment

2.2 Analytical Methodology

Ninety-eight (98) bulk samples were collected from forty-eight (48) homogeneous areas and submitted using COC procedures to AmeriSci for analysis (PLM and TEM) as required by the New York State Environmental Laboratory Approval Program (ELAP) and the State of New Jersey. PLM analysis of friable materials was performed using NYS ELAP Method 198.1. Samples of Non-Friable Organically Bound (NOB) materials were analyzed by PLM (NYS ELAP Method 198.6) subsequent to matrix reduction. NOB samples that were identified as non-ACM by PLM methods were re-analyzed by TEM (NYS ELAP Method 198.4) for confirmation purposes. AmeriSci is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP).

The EPA, Occupational Safety and Health Administration (OSHA), and Part 56 of Title 12 of the Official Compilation of Codes, Rules, and Regulations of the State of New York (12 NYCRR Part 56) defines any material that contains greater than one percent (>1%) asbestos as being an ACM. As such, the analytical laboratory identified bulk samples as positive for asbestos that met the regulatory criteria of greater than one percent (>1%) asbestos.

2.3 ACM Results

Five (5) of the materials sampled as part of this survey were found to contain greater than one percent (>1%) asbestos. Two (2) of the materials sampled as a part of this survey were found to contain trace amounts of asbestos (<1%). Two (2) of the materials were assumed to contain asbestos. The boiler house insulation and glazing are considered significantly damaged and are not readily distinguishable from the boiler house debris.

Therefore, the boiler house debris pile is considered ACM contaminated. ACM Bulk Sample Results are provided in Appendix A. The laboratory report and COC documentation are provided in Appendix B.

Estimated quantities of materials identified as ACM during this survey are presented in Table 2-1.

3.0 LEAD CONTAINING PAINT SURVEY

An LCP survey was conducted by collecting and analyzing paint chips from painted surfaces and systems that may be impacted by the GATE Building Demolition project.

3.1 Sampling Methodology

Paint chip samples are collected using a sharp hand tool to score and peel paint off an approximate 1 square inch area of the substrate. Different tools such as chisels, putty knives, and hammers may also be needed in the collection of paint chips. All tools are cleaned after each sampling to prevent cross contamination. Collected paint chip samples are submitted under COC procedures to an accredited laboratory and analyzed via atomic absorption

(AA).

3.2 Analytical Methodology

The regulations addressing LCP in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities. Occupational exposure to lead is regulated by OSHA regulation 29 CFR 1926.62, Lead in Construction, as well as other applicable state and local regulations.

An LCP survey cannot determine a safe level of lead for the purpose of paint-disturbing/waste-disposal activities but is intended to provide guidance as to the locations of surfaces containing lead.

Contractors may use this information to better determine where worker exposures to airborne lead and other hazards may occur. They can then assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risks. This information can also be used for pre-characterization of demolition waste streams prior to toxicity characteristic leaching procedure (TCLP) sampling in accordance with 40 CFR Part 261.

Fourteen (14) samples, each from a different homogenous area, were collected during this survey. Paint chip samples were submitted using COC procedures to SAI. Analysis was conducted using EPA SW-846 Test Method 7000B: Flame Atomic Absorption Spectrophotometry.

3.3 LCP Results

A concentration of lead greater than or equal to 0.5 mg/Kg percent by weight or 1.0 mg/cm² exceeds EPA and HUD residential standards and is considered an indicator of risk. The results of this LCP sampling survey and the three (3) samples that indicate risk are presented in Table 3-1. The laboratory report and COC documentation are provided in Appendix C.

5.0 RECOMMENDATIONS

This section presents a summary of the conclusions and recommendations from the pre-demolition hazardous building materials survey at the Gateway National Recreation Area. Prior to initiating plans for demolition activities, the survey results presented herein should be reviewed to determine whether any of the identified regulated building materials will be disturbed by proposed work activities.

5.1 Asbestos

The planned demolition of the building will disturb the ACM listed in Table 2-1 and will require removal of these materials by a licensed asbestos abatement contractor prior to being disturbed. Any suspect materials encountered during demolition activities that were not identified in this report as being non-ACM should be assumed to be ACM unless sample results prove otherwise. Suspect ACM that may be present within the walls, above inaccessible hard ceilings, or in other inaccessible locations, should be assumed to contain asbestos if discovered during any renovation or demolition process or until otherwise verified. Where laboratory analysis identified trace asbestos, this material must be managed as ACWM and requires special storage, disposal, packaging, and transport requirements.

5.2 Lead Containing Paint

The purpose of the LCP screening survey was to identify patterns of LCP. For the purpose of this LCP screening survey a limited amount of representative interior and exterior building components were tested. The regulations addressing LCP in non-residential buildings are focused on protecting workers involved with paint-disturbing activities and related waste-disposal activities.

Occupational exposure to lead in construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction”, as well as other applicable state and local regulations. These regulations involve the air monitoring of workers to determine exposure levels when disturbing paint containing measurable concentrations of lead. An LCP survey cannot determine the safe level of lead for the purpose of paint-disturbing activities but is intended to provide guidance as to the locations of LCP. Employers and contractors may use this information to better determine where worker exposures to airborne lead may occur and, through the interpretation of LCP concentration data, assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risks.

A concentration of lead greater than or equal to 0.5 mg/Kg percent by weight or 1.0 mg/cm2 exceeds EPA and HUD residential standards is considered an indicator of risk. Representative samples of LCP waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261. Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations. OSHA regulations may require certain procedures for any paint that contains lead, even if it is below these levels. All LCP identified, regardless of the lead content, should either be sampled and analyzed by TCLP and then handled/disposed of accordingly, or segregated from other large-scale debris and then managed as hazardous waste in accordance with federal, state, and local hazardous waste disposal regulations.

5.3 Polychlorinated Biphenyls

The suspect PCB building material sampling results determined the materials to be non-detect and to meet the TSCA Excluded PCB Product definition. Excluded PCB Product waste can be managed as solid waste at any landfill permitted to accept waste with PCB levels up to those observed.

(1) NAD results by NYS 198.6 are inconclusive and are not considered non-ACM

(2) Trace <1% results by NYS 198.6 are inconclusive and are not considered non-ACM

*NAD = no asbestos detected, Detection Limit <1%, Reporting Limits: CVES = 1%, 400 Pt Ct = 0.25%, 1000 Pt Ct = 0.1%; "Present" or NVA = "No Visible Asbestos" are observations made during a qualitative analysis; NA = not analyzed; NA/PS = not analyzed / positive stop; PLM Bulk Asbestos Analysis using Meiji, Model MT 6130 microscope, Serial #1410298, by EPA 600/R-93/116 per 40 CFR 763 (NVLAP Lab Code 101904-0) and ELAP PLM Analysis Protocol 198.1 for New York friable samples which includes quantitation of any vermiculite observed (198.6 for NOB samples) or EPA 400 pt ct by EPA 600/M4-82-020 (NYSDOH ELAP Lab # 10984); CA ELAP Lab # 2508; Note: PLM is not consistently reliable in detecting asbestos in floor coverings and similar NOB materials. NAD or Trace results by PLM are inconclusive, TEM is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos-containing in New York State (also see EPA Advisory for floor tile, FR 59, 146, 38970, 8/1/94). NIST Accreditation requirements mandate that this report must not be reproduced except in full without the approval of the laboratory. This PLM report relates ONLY to the items tested.
