About this file
This is a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract for demolition services. The Indian Affairs (IA) Central Acquisition Office seeks to award approximately eight (8) IDIQ contracts to Indian Small Business Economic Enterprises (ISBEEs) with a combined ceiling of $120,000,000 over five years (September 23, 2026 to September 22, 2031). The contract will provide continuing demolition services across the United States and Indian Country, including demolition of wood, metal, and masonry structures; potholing for utilities; removal of utility poles; asbestos and lead-based paint removal; mold remediation; and related engineering and survey work. Proposals are due July 21, 2026 at 3:00 PM EDT to jessica.kidd@bia.gov. The procurement is 100% set-aside for Indian Small Business Economic Enterprises under the Buy Indian Act.
Awards will be made on a best value basis using trade-off methodology, evaluating proposals on Experience (Factor 1), Past Performance (Factor 2), Seed Project Technical Approach Narrative (Factor 3), and Price (Factor 4). A concurrent Seed Project award (demolition of non-historic structures at Gateway National Recreational Area) will be awarded to one of the IDIQ awardees and used for technical and price evaluation. All task orders will be fixed-price contracts; no price schedule is established at the IDIQ level. Most projects are estimated at $50,000 to $10,000,000, though smaller and larger projects may be considered. Contractors selected for the IDIQ pool will receive a minimum guarantee of $10,000 if not awarded any task orders during the contract term. The Government reserves the right to off-ramp non-competitive contractors and on-ramp new contractors during the contract period.

DEMOLITION
OF BUILDINGS
SECTION B – SUPPLIES OR SERVICES AND PRICES
B.1 Background
B.1.1. The Demo-MAC will provide IA and Department of the Interior (DOI) with continuing demolition services for facilities and structures located across the United States and Indian Country. The Demo-MAC will encompass a wide range of activities: demolition of wood, metal, and masonry structures including multi-story and relocatable structures, potholing for utilities, removal of existing utility poles including accessories, demolition of bollards and man-holes, removing outside communication lines, installing flowable fill in abandoned pipes, demolition of asphalt and concrete pavements, removing fencing, filling, compacting, and grading of site work, placing topsoil and seeding to include hydro mulch and grass, asbestos and lead based paint removal from site, mold remediation related to demolition, engineering related to demolition and various surveys and sample testing.
B.1.2. Demo-MAC pool members will compete for task orders, and task order awardees will be responsible for all labor, supervision, materials, equipment, tools, parts, supplies, and transportation to perform the services described in the drawings and specifications for each individual project.
B.1.3. IA is targeting eight (8) IDIQ contracts to be awarded to qualified Offerors. The Government reserves the right to award fewer or more than eight (8) IDIQ contracts. The total price for all contracts combined will not exceed $120,000,000.00 ($120 million) for the five-year life of the contracts.
B.1.4. Most projects awarded on this Demo-MAC will have an estimated cost of approximately $50,000.00 to $10,000,000.00; however, smaller, and larger dollar value projects may be considered.
B.2 Contract Type
B.2.1. All task orders awarded under the Demo-MAC will be fixed-price contracts consistent with FAR Subpart 16.2.
B.3. Minimum Guarantees and Maximum Ceiling
B.3.1. The minimum guarantee is $10,000.00 for each Demo-MAC pool member that is not awarded a task order for the full term of the Demo-MAC ordering period. Please note that this minimum guarantee will not apply to Demo-MAC pool members that are off-ramped in accordance with section H.2 of this solicitation.
B.3.2. The maximum ceiling on task order prices is $120,000,000 ($120M), however FAR 52.216-19 Order Limitations establishes that pool members are not obligated to propose on orders over $10,000,000.00.
B.4. Ordering Procedures
B.4.1. Task orders issued under the Demo-MAC will conform to FAR 16.505 Ordering. Each awardee will be provided with a fair opportunity for consideration unless an exception at FAR 16.505(b) applies. Each task order solicitation will include the significant factors that the agency expects to consider in evaluating proposals, and their relative importance. It is expected that awards will generally be made on a best value basis using either a trade-off or lowest price technically acceptable method.
B.5. Task Order Pricing
B.5.1. Task order pricing will be proposed in response to each task order solicitation. All task order pricing will be fixed-priced. No price schedule will be established at the IDIQ level.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform system (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. The IPP website address is: https://www.ipp.gov.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
SECTION H – LOCAL CLAUSES
H.1 Off-Ramping The Government reserves the unilateral right to Off-Ramp Contractors from the Demo-MAC pool. Off-Ramping is a mechanism by which the Government can remove contractors who are not competitive in the Demo-MAC pool. If an Demo-MAC pool member is off-ramped while it is performing active task orders, those task orders may be terminated, or the IDIQ may be put in a hiatus status with no new task orders awarded until the active task orders are complete.
Below are example conditions that may lead Demo-MAC contractors to be removed from the Demo-MAC pool. These are illustrative examples, not an exhaustive list of conditions that may lead to removal:
o The pool member does not submit any proposals despite having received several requests for proposal that are within the ordering limitations established in this solicitation under FAR 52.216-19 Order Limitations.
o The pool member submits proposals that are consistently much higher than competitive proposals.
o The pool member receives an adverse past performance rating on an Demo-MAC CPARS. After the pool member uses its opportunity to address the adverse past performance, the Government is still unsatisfied with performance.
Pool members who have been Off-Ramped are not entitled to receive the minimum guarantee established at the time of IDIQ award and addressed in Section B.3.
H.2 On-Ramping The Government reserves the right to utilize an On-Ramping concept, consistent with FAR 16.504(c)(1)(ii)(A), to maintain sufficient competition among the Demo-MAC awardees by adding pool members after the original selection is made. This will be done by requesting and evaluating proposals in a manner consistent with the original solicitation. The Government may determine at any time that it would be in the Government’s best interest to initiate an open season to add additional contractors to the Demo-MAC pool.
If the Government initiates an open season, a notice will be published in www.sam.gov in accordance with FAR Part 5, Publicizing Contract Action. Any open season solicitation issued will adhere to all Federal procurement law current at the time of solicitation, and the award decision under the open season solicitation will be based upon substantially the same evaluation factors/subfactors as the original solicitation. The On-Ramp solicitation will identify the target number of new contracts intended to be awarded in response to the On-Ramp solicitation notice.
The terms and conditions of any resulting awards will be materially the same as the existing awards to the original Demo-MAC awardees. Any new awards will end at the same time as the existing term for all other Demo-MAC contracts. Immediately upon on-ramping, the new Demo-MAC pool member will be eligible to submit a proposal in response to any task order solicitation and receive task order awards with the same rights and obligations as any other pool http://www.sam.gov/ member.

(b) If the offeror, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the Freedom of Information Act, (5 U.S.C. 552), the cover page of each copy of the proposal shall be marked with the following legend:
“The information specifically identified on pages ______ of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract.”
(c) The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:

The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.

However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.
