About this opportunity
The Naval Facilities Engineering Command (NAVFAC) is seeking a contractor to demolish an existing canopy structure at Building 380, Dam Neck Annex in Virginia Beach, Virginia. The project requires complete removal of the steel space frame, steel deck, roofing, fascia, and utilities above existing columns. The structure has significant structural deterioration, with 40-60% section loss at bottom chord connections and up to 100% section loss in some members, creating a collapse risk near the northwestern column. Only contractors holding MACC Group ID ML-C00075 contracts are eligible to submit proposals, with the solicitation (N40085-25-R-2580) using a lowest-priced technically acceptable evaluation method. Key dates include a mandatory site visit on December 30, 2024, pre-proposal inquiries due by January 6, 2025, and final proposals due on January 16, 2025 at 12:00 PM. Contractors must submit a bid bond of 20% of the offer price (not exceeding $3,000,000) and provide detailed plans for demolition and traffic control.
The solicitation is not set aside for any specific small business category, though it is limited to specific MACC contract holders. The estimated project value ranges from $1-5 million, with a contract duration of 90 calendar days from award. The place of performance is Virginia Beach, VA 23460, specifically at the Naval Air Station Oceana Dam Neck Annex. Liquidated damages are set at $2,015.67 per calendar day of delay, and contractors must maintain a minimum of two traffic lanes through the entrance during demolition. The project falls under NAICS code 236220 for Commercial and Institutional Building Construction and requires compliance with wage determination VA20240167. Contractors will need to coordinate closely with base security, manage utility disconnections, and ensure protection of existing government assets during the demolition process.
