About this file
This is a Scope of Work document for demolishing a canopy at Facility 380 at the Naval Air Station Oceana Dam Neck Annex in Virginia Beach, VA, with eProjects Work Order #1852243 and a required completion time of 90 calendar days from award.
The contractor must demolish the entire canopy structure above the existing columns, including the steel space frame, deck, roofing, fascia and utilities. The existing structure shows significant deterioration, with 40-60% section loss at bottom chord connections and up to 100% section loss in some members. Key requirements include: providing temporary shoring scaffolding to support the canopy during demolition, maintaining a minimum of two traffic lanes through the entrance (one inbound, one outbound) with at least one lane accommodating truck traffic (12' width, 17'-3" clearance), protecting existing assets from falling debris, and handling various utility disconnections including lighting, traffic signals, CCTV cameras, and lightning protection systems. The contractor must submit structural calculations, shop drawings, a demolition plan, and a traffic control plan within 14 days of award. Special security requirements apply as the facility is a Controlled Access Area requiring escorts for all contractor movements within the facility.

Calculations must demonstrate the adequacy of the scaffolding to support the existing canopy structure during demolition operations and to protect the existing guard house buildings below from falling debris damage.
Design bases of shoring columns to spread column reaction forces to the existing supporting pavement assuming a top of pavement allowable bearing capacity of 2,000 pounds per square foot.
6.1.2 Shop Drawings: Submit shop drawings showing plans and elevations of shoring scaffolding assemblies, member sizes, connections, anchorage details, column base details, and other pertinent details of installation.
6.1.3 Demolition Plan: Submit a demolition plan indicating the sequence of demolition of each portion of the existing canopy, along with plan dimensions of each of these portions to be demolished. Refer to Paragraph 8 Attachments for original drawings of the canopy structure and utilities. Several existing truss members near the existing northwesternmost column are compromised, placing the existing steel space truss at risk of collapse at this location. The existing space truss exhibits an average of between 40% and 60% section loss of the members at the bottom chord connections throughout the entirety of the existing structure. Some existing members exhibit up to 100% section loss. Adhere to the following requirements:
7.1.1 Provide shoring scaffolding to support the existing canopy space truss as required to safely demolish the existing structure and protect existing assets to remain from falling debris damage.
7.1.2 Make every effort to minimize the duration of construction/demolition operations, ensuring the least amount of time in limiting vehicular access.
SCOPE OF WORK 20 December 2024 Page 9 of 17
7.1.3 Ensure that a minimum of two traffic lanes through the entrance remain open at any given time, with a minimum of one inbound lane and one outbound lane. In addition one of the open lanes must accommodate truck traffic with minimum width of 12’-0” and a minimum vertical clearance of 17’-3” +/-3” Coordinate required lane closures with the activity.
Provide a traffic control plan, traffic signage, and traffic barriers to adequately communicate lane openings/closings to motorists.
7.1.4 Protect all personnel and vehicles from falling debris at all times during construction.
Where falling debris due to construction operations is a possibility, restrict the area under which the falling debris may occur from personnel and vehicular access, until such time that the area is deemed safe from potential falling debris.
7.1.5 Cut existing roof drains level with the tops of existing columns and demolish the portions of existing drains occurring above the tops of existing columns. Provide temporary caps over tops of existing leader openings to remain.
7.1.6 At the top of each column, cut existing steel space truss column and grind smooth to top of existing embedded steel plate. Apply (2) coats of zinc-rich paint conforming to ASTM A780 to existing remaining steel exposed during cutting and/or grinding.

7.1.8 Protect all existing items to remain from damage, including but not limited to, existing columns, and existing embedded steel plates at the tops of the columns, existing guard houses, and existing concrete and asphalt pavements.
7.1.9 Secure approval for any electrical outages prior to performing any electrical work, complying with NAVFAC MIDLANT outage submittal procedure requirements.
7.1.10 Demolish existing lighting fixtures complete. Demolish existing lighting branch circuit raceways and conductors back to either the nearest junction box salvageable below the canopy structure or to the entry points into the top of the canopy columns. At canopy column entrance points, cleanly cut conduits for future reuse and provide watertight caps and seals.
Demolish conductors back to source panelboard but provide a pull string in the conduits for future reuse.
7.1.11 Demolish existing traffic control lighting fixtures (i.e., red and green traffic lights) complete.
Demolish existing traffic control lighting branch circuit raceways and conductors back to either the nearest junction box salvageable below the canopy structure or to the entry points into the top of the canopy columns. At canopy entrance points, cleanly cut conduits for future reuse and provide watertight caps and seals. Demolish conductors back to source panelboard and/or controller but provide a pull string in the conduits for future reuse.
7.1.12 Demolish all other existing power circuit raceways and conductors that traverse or are otherwise attached to the canopy structure. This includes but is not limited to the Truck Scale and the Traffic Control Drop Arms. Demolish back to either the nearest junction box salvageable below the canopy structure or to the entry point into the top of the canopy columns. At canopy column entrance points, cleanly cut conduits for reuse and provide watertight caps and seals. Demolish conductors back to source panelboard but provide a pull string in the conduits for future reuse.
SCOPE OF WORK 20 December 2024 Page 10 of 17
7.1.13 Demolish existing CCTV cameras complete. Demolish existing data circuit raceways and conductors back to either the nearest junction box salvageable below the canopy structure or to the entry points into the top of the canopy columns. At canopy column entrance points, cleanly cut conduits for future reuse and provide watertight caps and seals. Demolish conductors back to source headend equipment but provide a pull string in the conduits for future reuse. Coordinate demolition of the CCTV circuits with the Activity to ensure that they have disconnected all circuits to their headend equipment prior to the demolition work.
7.1.14 Demolish all other existing data circuit raceways and conductors that traverse or are otherwise attached to the canopy structure. This includes but is not limited to the Card Readers. Demolish back to either the nearest junction box salvageable below the canopy structure or to the entry points into the top of the canopy columns. At canopy column entrance points, cleanly cut conduits for future reuse and provide watertight caps and seals.
Demolish conductors back to source headend equipment but provide a pull string in the conduits for future reuse. Coordinate demolition of the circuits with the Activity to ensure that they have disconnected all circuits to their headend equipment prior to the demolition work.
7.1.15 Demolish existing lightning protection system (LPS) air terminals, roof conductors, and main conductors complete. Demolish LPS down conductors only to the top of the canopy columns. Provide sufficient slack in the remaining down conductors to attach future down conductor extensions through cad welds or compression couplings.
7.2 All information here-in is for reference only. The Contractor must FIELD VERIFY all existing conditions, prior to fabrication and placing orders for any new items/equipment.
7.3 The contractor must dispose of all existing demolished/removed materials off base and will completely clean up job site after work is performed. Maintain daily site clean-up at the end of every workday during the entirety of the construction period, to prevent any hazard potential. Disposal must be in accordance with all existing Local, State, Federal and NAVFAC MIDLANT EV rules and regulations.
