THIS IS AN OFFICIAL NOTIFICATION OF THE ISSUANCE OF A REQUEST FOR PROPOSAL (RFP)
The 325th Contracting Squadron, Tyndall AFB, FL 32403-5526, is soliciting for a firm-fixed price (FFP) Contracted Training Flight Services contract which will result in a 5 month base period and four, 1-year options.
This is a solicitation for a commercial service prepared in accordance with the format in the Federal Acquisition Requirements (FAR) Subpart 12.6.
The purpose of this contract is to provide training that includes Battle management Command and Control (BMC2) target training (both-air-to-air and air-to-ground), live-fire training support, weapons system evaluation support, and MAJCOM directed development test and evaluation support.
The applicable NAICS Code and size standard for this acquisition are 611512 and $25.5M respectively. This acquisition will be a 100% small business set-aside. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-78, effective 25 November 2014.
To be eligible for award, the contractor must be registered in the System for Award Management (SAM) and maintain active registration during the life of the contract. Registration is accomplished via the SAM website at https://www.sam.gov/portal/SAM.
Any award resulting from this solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests. All claims for payment (invoices) under DoD contract must be submitted in electronic form. Wide Area WorkFlow (WAWF) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost at https://wawf.eb.mil. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/.

SYNOPSIS: The purpose of this amendment is to correct the number of approximent flight training hours annually from 4,200 to 3,000, and to change base year period of performance from 1 Apr to 1 May 2015.
PRE-SOLICITATION NOTICE: This is NOT a request for proposal. This synopsis is for a competitive, total small business set-aside for a service acquisition as required by FAR Part 5.2. Vendors shall not submit proposals until the Final Solicitation is posted to this website.
The purpose of this synopsis is to publish the 325th Contracting Squadron's intent to award a contract to provide Contracted Training Flight Services for the 337th Air Control Squardon (ACS) at Tyndall AFB, Florida. This was previously sent out as a Sources Sought under FA4819-14-R-TBD posted 10 Mar 2014.
REQUIREMENT/DESCRIPTION OF SERVICE: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform flying services as defined in the performance work statement (PWS). The training to be provided includes Battle Management Command and Control (BMC2) target training (both-air -to-air-and -air-to-ground), live-fire training support, weapons system evaluation support, and MAJCOMdirected development test and evaluation support at Tyndall AFB, FL. The contractor shall be required to provide approximately 3,000 flight training hours annually. The aircraft must be equipped to carry government furnished telemetry relay equipment. Aircrew shall obtain and maintain specialized training and qualifications to fly the aircraft. Pilots shall have a current Commercial Pilot License with Instrument Privileges, at least a minimum of five-year' experience in fighter, bomber or Close Air Support aircraft, USAF flight line operations, and BMC2 procedures. Additionally, Pilots shall hold a current Battle Management Instructor qualification and teach basic airmanship subjects to Undergraduate Air Battle Management (UABM) students both on the ground and during flights. Students shall pass an annual Battle Management Checkride conducted by the government. BMC2 air-to-air training includes conducting 2v2 and 2v3 targeting scenarios (tactical intercepts) and teaching UABM students targeting tactics, techniques, and procedures. BMC2 air to ground training includes conducting 2-ship Dynamic Targeting and Close Air Support and teaching UABM student's proper tactics, techniques, and procedures. BMC2 academic and flying airmanship training includes teaching UABMstudents selected portions of aviation ground school with reinforcement training on aircraft flights. Live-fire training, weapons system evaluation, and MAJCOM directed test and evaluation support includes carrying an associated relay subsystem and flying an orbit which support appropriate data forwarding for various missions ensuring a designated number of aircraft are on strip alert to ensure no delays in testing. Maintenance personnel shall have previous training and experience in accomplishing team tasks such as aircraft towing, refueling/defueling, etc., in accordance withthe contractor developed checklists. Maintenance supervisor shall have the following certification. Federal Aviation Administration (FAA) Air Frame and Propulsion (A&P) License and all other maintenance personnel shall be certified in accordance with the applicable FAA directives for their respective duties.
The solicitation will result in a firm, fixed-price contract with a base year (1 May 15 - 30 Sep 15) and four (4) one-year option periods extending through 30 Sep 19. The contract type will be firm-fixed price and 100% small business set-aside under NAICS611512 withapplicable small business size standard of $25.5 million in annual gross receipts. The successful contractor will be selected using lowest price technically acceptable source selection procedures in accordance with FAR 15.101-2, resulting in the best value for the Government.
