| 1) Question: | Will the Air Force provide Avgas at Tyndall Air Force Base? |
1) Answer: No, Avgas is not sourced through the Defense Logistics Agency (DLA); therefore, Avgas is not available at Tyndall AFB. The Logistics Readiness Squadron (LRS) on Tyndall AFB is only able to supply contract aircraft Jet A with Additives (JAA) fuel.
2) Question: Will the contractor require the capability to support both the ACS training mission (i.e. minimum of 5 aircraft) and the ATIS mission (i.e. minimum of 4 aircraft) simultaneously?
2) Answer: Supporting both ACS training and ATIS missions simultaneously is a possibility. The feasibility of being able to support both missions depends on the timing, ACS training mission profile, and the total number of aircraft required for both missions. Once the parameters/requirements are known, the feasibility is then determined between the service provider and the ACS schedulers. As the decision authority, the ACS accommodates the ATIS missions to the maximum extent possible and in most cases, gives the priority to the ATIS missions once they're confirmed and scheduled. Flying simultaneous missions when the ACS mission profile is air-to-ground (requires two aircraft) is more feasible than supporting an air-to-air profile (requires four or five aircraft) given the number of aircraft required.
3) Question: Referencing FedBizOpps, if the government intends to make an LPTA award will the government consider separating (from evaluation) mobilization, modification and testing costs as the incumbent company would be the only competitor that has already received government support and payment for these cost?
3) Answer: The total evaluated price (TEP) will be calculated as the total of all FFP fully burdened extended prices for CLIN 0001 for the base year and CLINs X001 for all option years. Transition Period CLIN 0003 and Cost reimbursable CLINs X002 will not be included in the TEP, although they will be evaluated for price reasonableness.
