| Synopsis | FA4819-14-R-0004 | |
| Contracted Training Flight Service | (CTFS) | |
| 1) Questions: | In the PWS section 1.4.7. Please confirm that air to air radar is not required provided either JTIDs or TCAS is installed so long as “bullseye” information can be provided for contacts within 20 NM. | |
| 1) Answer: | An air-to-air radar is not required so long as bullseye information can be displayed/provided using one of the aforementioned onboard system (JTIDs or TCAS). |
| 2) Question: | In accordance with the PWS section 1.6.4, would it be advantage for Air USA to offer up additional non-assigned assets such as tactical jet fighters capable of supersonic speeds during periods of increased flying on a temporary basis. In particular would this be advantageous in the bidding process? | |
| 2) Answer: | Aircraft capable of supersonic speeds provide no added training value based on the size limitation of the training area is approximately 32 miles with 21 to 26 mile set-ups for air-to-air missions. The intent of the contract services aircraft is to fly at a slow to intermediary speed for tactical maneuvering. Short 2v2 and 2v3 set-ups at high speeds limit the detection of tactical maneuvers by the student controller. In short, flying in excess of 180 to 200 knots detracts from the students’ desired learning objectives because the intercept closer rate is too fast given 21 to 26 mile set-ups. |
| 3) Questions: | Please confirm that fuel is either directly provided by the government at Tyndall AFB or is reimbursed AVGAS depending on the aircraft being operated. | |
| 3) Answer: | The government will provide fuel on Tyndall AFB by issuing a fuel card for each assigned aircraft. The fuel will be charged to a government account reference Para 3.5.2 of the PWS. |
