About this opportunity

The Federal Aviation Administration seeks a five-year Multi-Award IDIQ contract for crane services at airport-related facilities nationwide to install weather caps and cab glass on Air Traffic Control Towers and shelters, with proposals due September 1, 2026. The procurement is 100% set aside for small business (NAICS 238990, 19 million size standard).

Place of performance spans multiple locations across the United States, with administrative oversight at Oklahoma City, Oklahoma. The contract establishes five capability tiers classified by crane height and reach: Tier 1 (0–100 feet), Tier 2 (101–200 feet), Tier 3 (201–300 feet), Tier 4 (301–350 feet), and Tier 5 (350+ feet). The base period runs twelve months from award with four optional twelve-month renewal periods.

Technical evaluation employs strictly pass/fail criteria with no trade-offs across four factors: multi-project program management capability demonstrated through management narratives for simultaneous five-project execution across geographically diverse regions and all tiers; past performance documented through five organizational experience questionnaires covering contracts valued at minimum $5,000 (Tier 1), $12,000 (Tier 2), $25,000 (Tier 3), $50,000 (Tier 4), and $75,000 (Tier 5) within the past five years; insurance capacity showing $25 million general liability/umbrella coverage with airport authorities as additionally insured, with proof of capability to obtain such coverage when required for specific tasks, plus $150,000 payment bond capability; and operational safety and technical planning demonstrated through two prior critical lift plans with CAD-generated plan and elevation views plus comprehensive lift data including load charts and weight calculations. Proposals failing any evaluation factor are ineligible. Pricing is evaluated at the task order level. Davis-Bacon prevailing wage determinations apply to work in Colorado, Connecticut, Tennessee, Texas, and Utah. Offerors must be registered in SAM.gov and submit proposals via email to Haylee.p.garcia@faa.gov. Questions are due one week before the solicitation close. An RFI clarified that insurance capability rather than current full coverage satisfies the $25 million requirement, and that tiers are classified by crane height and reach with equipment examples demonstrating tier alignment.
