About this file

This is a Request for Information (RFI) document containing two Q&A pairs addressing clarifications on the FAA's Crane Services with Operator IDIQ solicitation (6973GH-26-R-00122). The first question addresses insurance requirements, specifically the 25 million dollar general liability insurance mandate. The government clarified that offerors do not need to maintain the full 25M policy throughout the entire contract period; instead, they must demonstrate the capability to obtain such coverage when required for specific job tasks. Acceptable proof includes written documentation from an insurance provider confirming the offeror's ability to secure the 25M policy when needed. The second question seeks clarification on the tier classifications for cranes referenced on page 2 and page 62 of the solicitation, specifically whether tiers are defined by height, reach, or AGL association, and whether proposals should be organized by crane height/reach or contract dollar value. The government confirmed that Tiers 1-5 are classified by crane height and reach capabilities, and that offerors should provide examples of each tier demonstrating that their equipment meets or exceeds the corresponding dollar amounts listed in the solicitation, acknowledging that equipment specifications and site conditions vary by project.

RFI

1. Can the later be evaluated as “acceptable”? 25M in liability insurance for a small business to carry annually will cause a burden to the business; quotes for 25M estimated cost of over $40K per year being quoted by current GL insurance agent.

A: We don’t need you to carry that insurance policy the whole contract period, but you will need to have the ability to get that when it is a requirement of the job. If you can provide some type of “proof” from your insurance that you have the capability to get that amount of policy that will be deemed acceptable.

2. On page 2 of the solicitation document, Tiers 1–5 are identified by feet. Could you clarify if this refers to an AGL association, height, or reach? Additionally, on page 62, Tiers 1–5 are associated with a monetary value.

Should we present crane projects based on contract dollars or by a specific height or reach?

A: The tiers are height and reach of the crane— I would ensure you provide an example of each tier and make sure it falls at or over the dollar amounts provided, each crane is different (and each site is different). Those dollars amount are an estimate as too how much those tiers would cost so that is why we provided both size and dollar amount.
