About this opportunity

The Department of the Army Materiel Command Contracting Command Detroit Arsenal (ACC Warren) seeks innovative solutions to replace seven aging low-level cranes in Building 400 at Anniston Army Depot, with Phase 1 responses due November 16, 2026 at 10:00 AM Central Daylight Time. This is a no-set-aside Commercial Solutions Opening Area of Interest under 10 U.S.C. 3458, as amended by Section 1823 of the FY 2026 NDAA. The Government is not obligated to issue an RFP or make an award, and any award is subject to funds availability and successful negotiations.

Amendment No. 1 extended the closing date from November 9, 2026 to November 16, 2026. Government responses to timely industry questions will be released by a later amendment.

Place of performance is Anniston, AL 36201. Offerors must design, fabricate, deliver, install, integrate, test, and demonstrate the cranes, and provide operator and maintenance training. Required units include two 20-ton combined-hoist cranes, one 20-ton separated-hoist crane, and 10-ton combined-hoist cranes, plus seven 5-ton auxiliary hoists paired with the main cranes. All cranes must use top-running bridges on existing support structures, meet CMAA Class D heavy-service design, and operate on 480-volt, 3-phase, 60-hertz power. Hoists must offer infinitely variable speeds up to 12 feet per minute for the 20-ton and 10-ton units and 23 feet per minute for the 5-ton auxiliary hoists. Selected companies must be registered in SAM.gov.

Evaluation uses three factors of equal importance: Technical and Innovative Merit (performance specifications, commercial standards compliance, ease of integration, degree of innovation); Delivery and Lifecycle Sustainment (delivery and logistics plan, warranty and post-sale support, supply chain security and resilience, operator and maintenance training); and Price and Funds Availability (fair and reasonable pricing determination and funds availability contingency).

The NAICS code is 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing, and the PSC is 3950, Winches, Hoists, Cranes, and Derricks. Submissions go by email to the two listed points of contact.
