About this opportunity

The Department of Agriculture Forest Service seeks quotations for rehabilitation of Crane Lake Dam in Missouri, with proposals due June 25, 2026 (extended from June 11), and questions due May 28. This is a Total Small Business Set-Aside with a NAICS code of 237990 and a small business size standard of $45 million.

Place of performance is Rolla, Missouri, at the dam site in the Mark Twain National Forest's Potosi-Fredericktown Ranger District. A mandatory site visit occurred May 14, 2026, at the entrance of Forest Road 2113 off Iron County Road 124.

The scope includes water level drawdown, removal of organic and unsuitable embankment fill, removal and recycling of existing training walls and appurtenances, installation of new conduits with level control structures, regrading, and installation of HydroTurf CS with penetrating catalyzed silicate concrete treatment armoring for spillway and dam embankment protection. Work must commence within 10 calendar days of notice to proceed and be completed within 365 days. Technical specifications establish Class A, B, or C compaction methods for earthfill placement; reinforced concrete pressure pipe per ASTM C361-22 Class A for horizontal drains; stainless steel batten bar anchoring; water control gates; and native seed mix vegetation restoration (approximately 60% warm-season grasses, 20% cool-season grasses, 20% native forbs and legumes sourced from Missouri vendors) planted between December 1 and February 15. The government's cost estimate ranges between $1 million and $5 million.

Award will be made on best value basis, with past performance and technical factors weighted approximately equally to price. The contract is firm fixed-price with monthly progress payments, performance and payment bonds required, prevailing wage rates per Department of Labor MO20260001, and comprehensive insurance including workers' compensation, general liability, property liability, and automobile liability. Contractors must submit separate price and technical proposals including past project references, relevant experience with earthwork and HydroTurf installations, equipment and logistics plans, and detailed work schedule. All work must comply with FAR, Forest Service Acquisition Regulations, and applicable OSHA safety standards. Amendment 0001 extended the deadline and revised specifications including color blend requirements (75% green, 25% tan), batten bar details, and anchor trench dimensions.
