About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation 12445526Q0047 for Crane Lake Dam construction work.
The document addresses five inquiries from contractors regarding the bid submission. Question 1 clarifies that while Section B lists estimated quantities in various units (cubic yards, square feet, linear feet, square yards), bidders must submit lump sum prices for work completion rather than unit prices, with contract quantities adjustable only when design errors exceed 15 percent, as defined in the supplemental specifications section 109.02. Question 2 requests a one-week extension to the original bid due date of June 11; the Government approved extending the deadline by two weeks to June 25. Question 3 asks whether lake water may be used for soil conditioning/hydration and concrete applications; the Government confirmed permission to do so. Question 4 inquires about reusing salvaged rock or demolished concrete within embankment and bank slopes; the Government confirmed this is permitted and referenced in the scope, supplemental conditions, and plan sheets including X-04. Question 5 requests clarification regarding optional bid items 207, 251, 252, and 204, which lack specification or drawing references; the Government responded that there are no optional bid items and that the Schedule of Items and associated documents were revised with the most recent modifications sent in the addendum.

12445526Q0047 – Crane Lake Dam Attachment 6 – Q&As
1. Section B – Schedule of Items includes several bid items with estimated quantities shown in
CY, SF, LF, SY, etc., while the corresponding unit is listed as LS.
Please revise the units for these bid items to reflect the corresponding quantity units shown in the Estimated Qty column.
Estimated quantities are informational, a lump sum to complete the work shall be inserted in the bid form. We don’t want to have to measure every pay item, which is why we have the
109.02 Measurements and Definitions section in the supplemental specifications. “Contract quantities will be adjusted only when there are errors in the original design of 15% or more”.
2. Due to time limitations for subcontractor and supplier coordination, could the Government kindly extend the bid due date by one week?
We are comfortable with extending the dates out an additional 2 weeks. So bids would be due on 6/25 instead of the original 6/11.
3. Will the use of water from the lake for soil conditioning/hydration and concrete-related applications be permitted?
Yes.
4. May any salvaged rock or demolished concrete material be reused within the embankment/bank slopes?
Yes, as indicated in the scope, supplemental conditions and plan sheets such as X-04
5. Please provide clarification regarding the optional bid items: On the optional bid items list, Items 207, 251, and 252 are not referenced in the project specifications or shown on the drawings. Additionally, Optional Bid Item 204 includes a substantially larger quantity of material than indicated base schedule of items, and we could not identify where this material is intended to be borrowed from or placed. Please provide clarification regarding the scope and intended use of these items.
There are no OBIs. The SOI and associated documents were revised with the most recent modifications that were sent for the addendum.
