About this opportunity
The Department of Homeland Security's Office of Procurement Operations is seeking Counter-Unmanned Aircraft Systems (C-UAS) capabilities through a Multiple-Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to address evolving threats from unauthorized or malicious unmanned aircraft systems across DHS components. The procurement is structured in two tracks: Track 1 for Hardware/Software and Ancillary Services, and Track 2 for Comprehensive Services, with solutions required to detect, track, identify, and mitigate UAS threats across fixed locations, maritime, and mobile operational environments. Key contract requirements include minimum detection capabilities, encrypted data backhaul, interoperability with Team Awareness Kit (TAK), compliance with federal security standards, and the ability to support National Special Security Events and Special Event Assessment Rating events. The government will evaluate proposals using a Highest Technically Rated Offerors with Fair and Reasonable Price methodology, assessing business approach, technical experience, and pricing for each track. Proposals are due December 8, 2025, at 10:00 AM ET, with the government planning to award the first task order on an expedited basis following initial contract awards.
This is a full and open competition with no set-aside designations, and no current incumbents are identified in the solicitation materials. The total contract value is $1.5 billion, with $1.011 billion allocated to Track 1 and $489 million to Track 2, with the government anticipating 4-6 contract awards per track. The contract structure includes a 12-month base period followed by four optional 12-month periods, providing flexibility for extended engagement and capability development. Performance will take place in Washington, DC, with specific use case scenarios requiring deployment capabilities in Huntsville, Alabama; Kansas City, Missouri; and maritime environments for U.S. Coast Guard operations. This solicitation incorporates commercial item acquisition procedures under Federal Acquisition Regulation Part 12, with three amendments issued as of December 5, 2025, addressing industry questions and refining submission requirements, particularly regarding handling of Sensitive But Unclassified and Controlled Unclassified Information materials.
