About this opportunity

The U.S. Department of Homeland Security Office of the Chief Procurement Officer, in partnership with the Science & Technology Directorate, is seeking to procure Counter-Unmanned Aircraft Systems (C-UAS) solutions consisting of commercially available IT commodity products, software solutions, and related services to support DHS missions in detecting, tracking, identifying, and mitigating unmanned aircraft threats. The solicitation will be structured in two separate tracks: Track 1 for IT Value-Added Resellers providing hardware, software, and ancillary services, and Track 2 for system integrators offering comprehensive turnkey solutions and system integration services. Key contract requirements include C-UAS systems capable of detecting threats at minimum 2 km range, simultaneously tracking at least three unmanned systems, and operating across fixed location, mobile, aviation, and maritime environments while meeting federal cybersecurity and compliance standards. Evaluation will be conducted using a Highest Technically Rated Offerors with Fair and Reasonable Price (HTRO-FRP) methodology, with proposals assessed on three primary factors: Business Approach/Staffing Plan, Technical Capability, and Price. Critical dates include the final RFP release scheduled for November 12, 2025, vendor questions due by November 14, 2025, proposal submissions due by November 21, 2025, and targeted contract award for December 15, 2025.

No set-aside designations apply to this procurement, and no incumbent contractors are identified in the pre-solicitation materials. The government anticipates awarding 4-6 Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with multiple contractors selected under each track, with awards made separately for Track 1 and Track 2 based on their respective evaluations. While specific budget ranges are not disclosed in the pre-solicitation notice, the primary acquisition objective is to generate cost avoidance and savings by leveraging DHS's collective buying power across all components, including Customs and Border Protection, Coast Guard, Federal Protective Service, Secret Service, and FEMA, all of which will have direct ordering authority. Offerors may propose for either or both tracks but are limited to one proposal as a prime contractor and are prohibited from partnering with other offerors in contractor team arrangements. Dear Industry Partners,

The U.S. Department of Homeland Security (DHS) Office of the Chief Procurement Officer (OCPO), Office of Procurement Operations (OPO) in partnership with the Science & Technology Directorate is pleased to present a DRAFT solicitation for the Counter-Unmanned Aircraft Systems (C-UAS) program.  This draft solicitation is intended to provide industry with further information on the in-development, draft DHS acquisition strategy and to elicit suggestions and/or questions to improve the final C-UAS request for proposal (RFP). 

Under C-UAS, offerors with the aforementioned experience will provide a variety of commercially available IT commodity products and services as well as a variety of commercially available software solutions, all of which directly support DHS programs in accomplishing their missions. A primary goal of this acquisition is to generate cost avoidance and savings by leveraging the buying power of DHS and its components, ultimately resulting in the best value for the Government.

DHS is currently exploring different potential solicitation, evaluation, and award strategies associated with C-UAS requirements. It is anticipated that the outcome of such exploration will result in the release of a single C-UAS solicitation for Information Technology (IT) Value-Added Resellers (VAR) under Track 1 Hardware/Software and Ancillary Services and system integrators under Track 2 Comprehensive Services where evaluations are conducted and awards made separately for each track.

DHS established draft definitions for Track 1 that will apply to C-UAS. At this time DHS seeks your input regarding the draft definition content.

  • Information Technology Value-Added Reseller - Inclusive of all COTS IT Hardware/Equipment, Managed Services, ancillary Software, and all required Value-Added Services where applicable

Also attached for your review and comment are drafts of the Statement of Work (SOW), Evaluation Criteria, Instructions to Offerors, Price Schedules, and other relevant documents, which are provided in the list below. We are requesting comments on the draft documents, the Targeted Government Questions for Industry, and any additional industry best practices that would benefit the Government related to the C-UAS requirement.

This notice is intended to be the first of several avenues of industry engagement regarding the C-UAS requirement, including an Industry Day to provide industry with additional information to obtain direct industry feedback. Registration details for the Industry Day are provided later in this notice. Note: The potential C-UAS procurement will be on an accelerated schedule.
