RFP No. 70RDA226R00000001 Amendment 0001 Attachment J-4 Use Case Scenarios

Use Case # 1: Fixed Location, Scenario for Persistent Drone Coverage System

Requirement: Persistent Drone Coverage System

Objective:

The Government requires a comprehensive solution to provide persistent drone coverage for the purpose of detecting, tracking, identifying, and mitigating objects or individuals between two designated GPS points roughly from Huntsville, AL to Florence, AL running parallel to Route 72, which provides logistical advantages such as transportation access and connectivity, nearby facilities, utilities, and services, as well as local environmental factors like zoning regulations and weather patterns specific to the region.

The area of coverage must extend at least 5 kilometers south north and 20 kilometers north south of the designated line. The coverage should include Huntsville International Airport and the Tennessee River.

Requirements:

Operational Capabilities:

The system must provide persistent drone coverage capable of detecting, tracking, and identifying targets within the specified area of operation.

The solution must include an encrypted data backhaul to ensure secure transmission of data, with a backup data transfer mechanism to maintain operational continuity in the event of primary system failure.

The system must be interoperable with the Team Awareness Kit (TAK) to ensure seamless integration with existing situational awareness tools.

Maintenance and Support:

Include 1 year of maintenance for all system components, covering hardware, software, and operational support.

Maintenance should include routine system checks, troubleshooting, and updates to ensure optimal performance.

Training:

Provide two training sessions for Government personnel:

The first training session must occur within 5 days of hardware delivery to ensure rapid operational readiness.

The second training session should occur 6 months after the initial training to reinforce knowledge and address any operational challenges encountered during the initial deployment period.

Site Survey and Installation:

Conduct a site survey to determine optimal sensor locations and develop a detailed installation plan based on environmental and operational conditions.

The site survey must include an evaluation of ancillary locations that do not directly tie to operations but provide strategic advantages, such as training facilities, storage or warehousing areas, parking lots or vehicle staging areas, common areas, emergency assembly points, unused or vacant spaces, and utility/infrastructure areas.

Given the location in Huntsville, AL, running parallel to Route 72, the site survey should account for accessibility, surrounding infrastructure, and environmental considerations, including transportation access, connectivity, and zoning regulations.

The system must be installed by the awardee, ensuring proper setup and integration with existing infrastructure.

Additional Notes:

The proposed solution should prioritize reliability, scalability, and ease of use.

Vendors should provide a detailed timeline for delivery, installation, training, and maintenance support.

All hardware and software components must comply with applicable federal security and interoperability standards.

Use Case # 2: Mobile Response for Rapidly Deployed Drone Coverage System for NSSE or

SEAR

Requirement: Rapidly Deployed Drone Coverage System, National Special Security Events (NSSE) and Special Event Assessment Rating (SEAR) events

Objective:

The Government requires a comprehensive solution to provide a quickly deployed drone coverage system for the purpose of detecting, tracking, identifying, and mitigating UAS around the Arrowhead Stadium in Kansas City, Missouri. The area of coverage must extend for at least 5 nautical miles around the Stadium.

Requirements:

Operational Capabilities:

The system must provide man portable, rapidly deployable drone coverage capable of detecting, tracking, and identifying targets within the specified area of operation.

The solution must include an encrypted data backhaul to ensure secure transmission of data, with a backup data transfer mechanism to maintain operational continuity in the event of primary system failure.

The system must be interoperable with the Team Awareness Kit (TAK) to ensure seamless integration with existing situational awareness tools.

Maintenance and Support:

Include 1 year of maintenance for all system components, covering hardware, software, and operational support.

Maintenance should include routine system checks, troubleshooting, and updates to ensure optimal performance.

Training:

Provide two training sessions for Government personnel:

The first training session must occur within 5 days of hardware delivery to ensure rapid operational readiness.

The second training session should occur 6 months after the initial training to reinforce knowledge and address any operational challenges encountered during the initial deployment period.

Site Survey and Installation:

Installation of the system must be able to be completed within one Business Day. Disassembly and repacking of the system should take less than one Business Day.

The system must be installed by the awardee, ensuring proper setup and integration with existing infrastructure.

The proposed solution should prioritize reliability, scalability, and ease of use.

The proposed solution should be man portable.

Vendors should provide a detailed timeline for delivery, installation, training, and maintenance support.

Use Case # 3: Mobile Response in Maritime Environment for Naval-Borne Persistent Drone Coverage System

Requirement: Naval-Borne Persistent Drone Coverage System

Objective:

The Government requires a comprehensive solution to provide persistent drone coverage for the purpose of detecting, tracking, identifying, and mitigating UAS from aboard a USCG Patrol Cutter. The area of coverage must extend for at least 5 nautical miles around the Patrol Cutter.

The solution must include an encrypted data backhaul to ensure secure transmission of data, with a backup data transfer mechanism to maintain operational continuity in the event of primary system failure.

The system must be interoperable with the Team Awareness Kit (TAK) to ensure seamless integration with existing situational awareness tools.

Maintenance and Support:

Include 1 year of maintenance for all system components, covering hardware, software, and operational support.

Maintenance should include routine system checks, troubleshooting, and updates to ensure optimal performance.

Training:

Provide two training sessions for Government personnel:

The first training session must occur within 5 days of hardware delivery to ensure rapid operational readiness.
