About this opportunity

The General Services Administration, Federal Acquisition Service, is soliciting market research and industry feedback on behalf of the U.S. Navy for consolidated acquisition of 222 specialized trailers across 16 configurations (total small business set-aside), with responses due October 20, 2026 at 3:00 PM EST. This is not a solicitation and the Government is not requesting proposals; rather, the notice seeks industry input on supply chain constraints, production capacity, pricing stability, and draft solicitation mechanics—specifically Highest Technically Rated with Fair and Reasonable Price (HTR-FRP) methodology, virtual oral presentation parameters, and fleet transition structures—prior to releasing the final RFP.

The estimated contract value is $20 million or greater. Highest demand forecasted in FY27–FY28 includes 147 34-ton breakbulks, 61 60-ton lowbed hydraulic goosenecks, and 50 50-ton lowbed 3-axle detachable goosenecks, with delivery to five Navy sites. Contracting vehicle will be either a single IDIQ or Requirements contract with Fixed-Price Economic Price Adjustment (FPEPA) terms, with awards on a CLIN-by-CLIN basis. The draft RFP contemplates virtual oral presentations via Microsoft Teams or Google Meet (45-minute presentation plus 30-minute Q&A). Final contract type, ordering duration, and award structure will be determined based on feedback received. Responses must include a one-page capability statement, a 15-page technical questionnaire addressing supply chain integrity, manufacturing capacity, lead times, and component standardization, and a five-page feedback section on contract structure and draft evaluation criteria. Questions deadline is October 16, 2026. Pre-Award Equal Employment Opportunity (EEO) clearance by OFCCP is required for apparent successful offerors exceeding the $10 million threshold. NAICS code is 336212 (Truck Trailer Manufacturing); PSC code is 2330 (Trailers).
