The IOA verifies that loaded axle weights do not exceed 80% of rated capacity:

Distribution of Certification:

Contractor supplies the approved ATTLA certification memo with the first production unit.

Sponsor forwards copies of the final certification to Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) branches (EX2, EX4, and/or EX5 as applicable).

Copy retained in project historical files.

5. Non-Standard Workflows A. Delivered / Fielded Assets Lacking ATTLA Certification When equipment or ground vehicles have already been delivered without an Air Certification Memo, the following remediation procedure is enforced:

[Uncertified Asset Discovered] [Sponsor & Acquisition Source Direct OEM] [Option A: Retrieve Asset] [Option B: Local Facility] (OEM retrieves asset back to factory) (OEM arranges certified local retrofit) [OEM Executes Modifications] [Sponsor Audits Changes] [Submit Retrofit TDP to ATTLA] [ATTLA Issues Certification] Direction to OEM: The Government Sponsor, through the Acquisition Source (GSA/DLA), issues formal direction to the OEM to correct the deficiency via either:

Physical retrieval of the delivered vehicle back to the manufacturing plant; or Contracting and overseeing an authorized local repair facility to perform required retrofits.

Modification Completion & Notice: OEM advises the Sponsor in writing once modifications are complete.

Resubmission: Sponsor inspects physical modifications, updates the TDP, and submits the package to ATTLA for formal evaluation and certification memo issuance.

B. Special Assessment: Physical Test Loading and SDDCTEA Pull Testing

1. Physical Flight Test Loading (Uncertain Transportability) Applied when computational engineering analysis cannot conclusively establish loading clearances or structural margins.

Test loadings are scheduled as Special Airlift or Transport Missions (SAAM) requiring a formal test report.

Funding & Coordination: The purchasing customer / Government Agency Sponsor is responsible for formally requesting the test load mission and covering all associated airlift and personnel costs.

2. SDDCTEA Structural Analysis & Testing (MIL-STD-209K) Lead Time: OEM must supply provision dimensional data, material specifications, and structural finite element results to SDDCTEA at least 90 days prior to scheduled physical provision testing.

Objective: Upfront analytical modeling reduces destructive testing risks and may eliminate the requirement for physical pull testing if margins are sufficient.

Agency Coordination:

Surface Deployment and Distribution Command Transportation Engineering Agency (SDDCTEA), Newport News, VA (Phone: (757) 599-1113, Email: dpemail@tea.army.mil).

Aberdeen Test Center (ATC) for physical testing services.

6. Vehicle Configuration Reduction Criteria (1 Man-Hour Rule) If an equipment item must be reduced in size or height to fit cargo door envelopes:

Tool & Time Thresholds:

Mechanically attached (non-welded, non-riveted) components may be removed or relocated using standard hand tools.

Total removal, relocation, and tiedown time must not exceed 1 man-hour.

Reassembly time back to fully operational configuration must not exceed 1 man-hour.

Operational Constraints:

Self-Mobility: Vehicle self-mobility must remain intact in its reduced configuration (must be capable of driving on and off aircraft).

Stowage: Dedicated onboard tiedowns and stowage brackets for removed components must be integrated on the vehicle.

Shoring: The vehicle must load without auxiliary wood shoring unless structurally unavoidable.

Delivery State: The vehicle must never be delivered to the Government end-user in its reduced configuration.

Aircraft Compatibility: The trailer shall be certified for internal aerial delivery on USAF C-17 and C-5 transport aircraft in accordance with MIL-STD-1791D (Change 1) and MIL-STD-1366E. Transportability evaluation shall be based on maximum unladen curb weight.

ATTLA Certification Process:

Project Initiation: The Government sponsor will submit a formal sponsor request to the Air Transportability Test Loading Agency (ATTLA) at Wright-Patterson AFB within 10 days of contract award.

Data Package Submittal: The contractor shall submit the complete technical data package (Universal Data Spreadsheet, 3-view drawings, structural analysis, tiedown patterns, and certified axle load calculations) within 90 days ARO directly to ATTLA (ATTLA@wpafb.af.mil) and SDDCTEA (dpemail@tea.army.mil).

80% Axle Loading Verification: The contractor shall present a certified weight ticket of the completed trailer; actual loaded axle weights shall be verified to be equal to or less than 80% of rated capacity per ATTLA guidelines.

Memo Delivery: The contractor shall supply the approved ATTLA Transportability Certification Memo to the Government within 120 days ARO. Final equipment acceptance will not be granted until the ATTLA approval memo is delivered.

Dimensional and Articulation Checks: The contractor shall verify:

Angle of approach, ramp breakover angle, and angle of departure.

Maximum height, longitudinal center of gravity, and extreme projections.

Unladen axle weights, wheelbase, front/rear overhangs, and rear axle articulation.

Reduced Configuration: Removal of mechanically attached components with common hand tools (requiring not more than 1 man-hour total) to achieve transport envelopes shall be permissible. Self-mobility and structural integrity shall not be degraded.

7.2 Lifting and Tie-Down Provisions

Tie-Down Provisions: Heavy-duty tie-down D-rings rated for full load capacity configured for highway, marine, and rail restraint per MIL-STD-209K and MIL-STD-1791D. Raised capacity ratings cast directly into D-ring bodies facing outward.

Lifting Provisions: Four-point lifting provisions engineered to permit crane sling lifting of the unladen trailer without a spreader bar in accordance with MIL-STD-209K. Design loads based on unladen Gross Vehicle Weight.

Structural Analysis: The contractor shall perform finite element analysis (FEA) or engineering calculations validating provision strength to the Government at least 90 days prior to testing.

Shipping Data Plate: An etched metal shipping plate showing lifting diagrams, sling cable lengths, maximum sling capacities, and center-of-gravity location shall be permanently mounted to the frame.
