1.0 SCOPE AND BACKGROUND
1.1 Scope
This purchase description covers a commercial off-the-shelf (COTS) derived, 34-ton payload capacity stake breakbulk semi-trailer modified to support military operational readiness in austere environments. The trailer will transport containerized freight, breakbulk cargo, palletized materials, and construction supplies evenly distributed across the load platform.
1.2 Background
The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) has a requirement to replace an aging fleet of trailers based on current mission and operational support requirements. Documented fleet requirements address shortcomings of the legacy fleet and establish baseline compliance with Military (MIL), American Welding Society (AWS), and Society of Automotive Engineers (SAE) standards for tactical and commercial trailers. Compliance with these standards promotes commonality across the Department of Defense (DoD), military departments, and commercial logistics chains, enabling joint expeditionary interoperability.
