B. Special Assessment: Physical Test Loading and SDDCTEA Pull Testing

1. Physical Flight Test Loading (Uncertain Transportability) Applied when computational engineering analysis cannot conclusively establish loading clearances or structural margins.

Test loadings are scheduled as Special Airlift or Transport Missions (SAAM) requiring a formal test report.

Funding & Coordination: The purchasing customer / Government Agency Sponsor is responsible for formally requesting the test load mission and covering all associated airlift and personnel costs.

2. SDDCTEA Structural Analysis & Testing (MIL-STD-209K) Lead Time: OEM must supply provision dimensional data, material specifications, and structural finite element results to SDDCTEA at least 90 days prior to scheduled physical provision testing.

Objective: Upfront analytical modeling reduces destructive testing risks and may eliminate the requirement for physical pull testing if margins are sufficient.

Agency Coordination:

Surface Deployment and Distribution Command Transportation Engineering Agency (SDDCTEA), Newport News, VA (Phone: (757) 599-1113, Email: dpemail@tea.army.mil).

Aberdeen Test Center (ATC) for physical testing services.

6. Vehicle Configuration Reduction Criteria (1 Man-Hour Rule) If an equipment item must be reduced in size or height to fit cargo door envelopes:

Tool & Time Thresholds:

Mechanically attached (non-welded, non-riveted) components may be removed or relocated using standard hand tools.

Total removal, relocation, and tiedown time must not exceed 1 man-hour.

Reassembly time back to fully operational configuration must not exceed 1 man-hour.

Operational Constraints:

Self-Mobility: Vehicle self-mobility must remain intact in its reduced configuration (must be capable of driving on and off aircraft).

Stowage: Dedicated onboard tiedowns and stowage brackets for removed components must be integrated on the vehicle.

Shoring: The vehicle must load without auxiliary wood shoring unless structurally unavoidable.

Cargo / Transport Tie-Downs: Sized and positioned along frame channels to secure the trailer with or without payload during rail, sea, and air transit. Pockets must incorporate drain holes shielded to prevent chain contact with air or electrical lines.

SECTION 6: FINISH, COATINGS, AND CORROSION CONTROL

6.1 Surface Preparation

All steel surfaces shall be blasted and thoroughly degreased to remove mill scale, oil, weld spatter, slag, and surface contaminants prior to coating application. Decking material shall be installed after coating curing to avoid paint overspray on composite or wood surfaces.

6.2 Coating System Architecture

Primer / Basecoat: Two-component non-CARC epoxy or zinc-rich primer applied to a minimum Dry Film Thickness (DFT) of 4.0 mils.

Topcoat: Two-component non-CARC industrial polyurethane topcoat applied to a minimum DFT of 4.0 mils.

Color: Flat lusterless Olive Drab Green (Color #34094 per SAE AMS-STD-595A).

Combined Total Thickness: Minimum 8.0 mils DFT across all structural steel.

Corrosion Resistance: Capable of withstanding a minimum of 240 hours of salt spray exposure per ASTM B117 / ASTM D1654 with zero rusting or blistering.

Underbody Wear Protection: Full undercoat abrasion-resistant coating (e.g., Line-X, Tectyl, or approved equal) applied to lower frame web, bottom flanges, wheel wells, and wash-down areas.

Non-Skid Surfaces: Coarse grit non-skid coating applied to all upper horizontal walking surfaces and frame edges.

SECTION 7: STANDARDIZED MARKINGS AND IDENTIFICATION PLATES

7.1 Marking Specifications Template

All identification, operational, and cautionary stenciling shall conform to the following standardized parameters:

Marking Template Specification Font Type: Commercial Stencil Color: Lusterless Matte Black Application: Polyurethane Stencil Paint (alternative laser-engraved or welded metal tags subject to NAVFAC approval; decals prohibited unless expressly authorized) Standardized Stencil Schedule

7.3 Data and Transportation Plates

Construction: All data, instructional, and transportation plates shall be engraved or etched on non-ferrous, corrosion-proof metal plates and mechanically fastened with blind rivets or machine screws (adhesive labels are prohibited).

Transportation & Shipping Plate: Inscribed with complete sling leg lengths, lifting angles, gross weight, tie-down shear ratings, and center of gravity silhouette per MIL-STD-209K.

SECTION 8: QUALITY ASSURANCE, VERIFICATION, AND DELIVERY

8.1 Workmanship Standards

Trailers shall be fabricated in a professional manner conforming to AWS and ASME welding codes. Edges shall be radiused, deburred, and free from sharp corners. Wiring, plumbing, and structural components shall exhibit no sags, pinholes, or misalignments. The presence of any of the following shall constitute immediate grounds for rejection:

Cracks, inclusions, porosity, or heavy spatter in welded assemblies.

Paint runs, sags, blistering, flaking, thin spots, or contamination.

Loose fasteners, pinched hoses, non-weatherproofed electrical connectors, or plastic cable ties.
