About this opportunity
The Department of Justice Bureau of Prisons Field Acquisition Office seeks comprehensive medical services at Federal Correctional Complex Butner in Butner, North Carolina, with proposals due June 25, 2026. This is not a set-aside procurement, and the RFP was issued March 25, 2026, with closing date extended by Amendment 0002 (posted May 27, 2026).
The contract is an indefinite delivery/requirements type with firm-fixed unit prices: a 12-month base period followed by four 12-month option periods and a 6-month extension option under FAR 52.217-8. Estimated quantities include approximately 2,913 inpatient days and 2,361 outpatient visits annually. The facility houses approximately 1,500 male inmates across five security levels (Care Levels III and IV). Pricing must be proposed as discounts from or premiums to Medicare Part A and Part B benchmarks, based on MS-DRG rates for Durham-Chapel Hill, North Carolina. Pricing categories span inpatient and outpatient facility services, physician services, transplant services, and institution-based professional services including specialties, invasive procedures, and non-physician services.
Contractors must comply with extensive security, privacy, and personnel background investigation requirements per DOJ-03, cybersecurity attestation, and HIPAA/Privacy Act compliance. The BOP formulary (Attachment 9) specifies approved pharmaceuticals with procedures for non-formulary requests. Amendment 0001 (May 7) added Quality Assurance Plan requirements (Section H.16 and Attachment 11) establishing performance standards including 100% timeliness of medical scheduling at 90% acceptable quality level, 100% urgent appointments within 14 days at 90% acceptable quality level, hospital accreditation maintenance at 100% acceptable quality level, and 100% conformance to community standards at 95% acceptable quality level. The contract requires 60-day post-expiration transition services at no additional cost except as authorized by the contracting officer. Evaluation weighs technical factors, past performance, and price approximately equally. NAICS 622110; PSC Q201.
