About this opportunity

The Federal Highway Administration (FHWA) has issued a Special Notice for a non-mandatory pre-bid site visit related to the Cedar Tree Tower Road and Parking project (CO NP MEVE 201(1)) at Mesa Verde National Park. This infrastructure project involves preserving and rehabilitating roadways, parking areas, and retaining walls at 11 sites within the park, including full depth reclamation with asphalt overlay, parking expansions with ADA accessibility upgrades, and retaining wall repairs. The FHWA Central Federal Lands Highway Division is managing this highway and bridge construction project under NAICS code 237310. The project represents a significant investment in national park infrastructure to improve visitor access and safety while maintaining historical preservation standards. The work includes comprehensive improvements to road surfaces, drainage systems, culvert replacements, and accessibility enhancements throughout the park's transportation network.

The primary purpose of this Special Notice is to solicit contractor interest and provide project orientation through a site visit scheduled for Thursday, October 9, 2025, from 9:00 a.m. to 3:00 p.m. Contractors interested in attending must email CFLContracts@dot.gov by October 7, 2025, though attendance is not mandatory for bidding eligibility. The meeting will include a project presentation and guided tour of various locations to showcase design elements, with participants required to provide their own transportation and personal protective equipment. This is structured as a full and open competition with HUBZone price preference, with bid opening scheduled for November 19, 2025, and contract award anticipated for the week of December 8, 2025. The project includes special requirements for archaeological and tribal monitoring during ground-disturbing activities, with no on-site work permitted before March 6, 2026, and a contract completion deadline of October 30, 2026. All meeting materials, agendas, and contractor questions will be posted to SAM.gov following the site visit.
