About this opportunity

The Department of Transportation Federal Highway Administration is procuring highway, street, and bridge construction services for the Cedar Tree Tower Road and Parking project at Mesa Verde National Park in Cortez, Colorado. This resurfacing, restoration, and rehabilitation project encompasses improvements across 11 locations within the park, spanning elevations from 6,954 to 8,062 feet. The scope includes pavement preservation work such as crack sealing, chip sealing, and striping along the main entrance road, retaining wall repairs involving steel soldier pile and timber lagging replacement at 8 locations, and full-depth reconstruction with widening of multiple park roads to accommodate new parking spaces and pedestrian infrastructure. The project requires compliance with environmental constraints and preservation of historic elements, including existing culvert headwalls. A mandatory pre-bid site visit is scheduled for October 9, 2025, and the initial posting indicates a due date of September 24, 2025 for responses to this pre-solicitation notice.

This procurement does not utilize any set-aside designation and will be open to full and open competition under NAICS code 237310 for Highway, Street, and Bridge Construction. The project structure includes a base Schedule A covering 4.7 miles of roadway improvements and an Option X component covering an additional 0.2 miles. The contract will involve constructing multiple parking areas, including 5 parallel spaces along Cedar Tree Tower Road and 12 parallel spaces at Far View Ruins Site Road, along with associated curbing, sidewalks, and ADA-compliant ramps. Work specifications detail precise lane widths of 9 feet with 1-foot shoulders and require specialized retaining wall restoration techniques including splice plate installation and structural steel repairs. The notice does not identify any incumbent contractors or provide estimated contract values, though the comprehensive scope across 11 park locations suggests a substantial infrastructure investment.
