About this opportunity
The Department of the Navy Naval Supply Systems Command seeks proposals for port operations support services at five Southeast naval installations (NAS Pensacola, NSA Panama City, NSB Kings Bay, NAVSTA Mayport, and NAS Key West), with proposals due September 18 at 11:00 AM Eastern Time and questions due August 21 at 11:00 AM Eastern Time. This acquisition is set-aside for total small business concerns and is restricted to a women-owned small business (WOSB) classification under NAICS 488310 (Port and Harbor Operations), with a $47 million small business size standard.
Place of performance spans five locations throughout the Southeast Region: Jacksonville, Florida (administrative oversight); Pensacola, Florida; Panama City, Florida; Kings Bay, Georgia; Mayport, Florida; and Key West, Florida. The contract encompasses maintenance and operation of 66 vessels (including operational support response boats, work boats, harbor security boats), facility equipment maintenance, port operations, waterfront administration, and oil spill response services. Total estimated annual equipment maintenance hours are approximately 37,000 hours across all installations, with NSB Kings Bay requiring the highest effort at 12,000 annual hours.
Performance runs February 1, 2027 through January 31, 2028 (11-month base period) with four 12-month option periods and one 6-month extension option, for a potential 66-month total. Pricing is firm fixed-price with Cost No Fee port operations management capped at $1.5 million per period and docking regular overhaul work at $900,000 not-to-exceed. The incumbent contractor is Metson Marine Services under contract N68836-24-C-0003.
Required qualifications include USCG licensing for boat operators, factory certifications for mechanics, and specialized certifications for oil spill response and facility response team personnel. The contract carries a one-month transition period and requires a comprehensive commercial maintenance program using Vessel Vanguard Technologies. Normal working hours are Monday–Friday, 0730–1600 local time, with no overtime permitted; government records show no after-hours, weekend, or holiday maintenance occurred in the prior 12 months.
Proposals consist of four volumes: Volume I (pricing, no page limit), Volume II (technical capability limited to 20 pages covering staffing maintenance and operations plans and personnel qualifications), Volume III (past performance limited to 10 pages), and Volume IV (contractor responsibility documentation, no page limit). Evaluation weighs technical capability (acceptable/unacceptable basis) and past performance as approximately equal in importance and significantly more important than price. Offerors must demonstrate financial capability and provide past performance references for similar-scope contracts valued at least $1.5 million annually performed within the past three years.
Four amendments have been issued as of September 10, 2026: Amendment 0001 (August 18) provided answers to initial questions; Amendment 0002 (August 28) extended the deadline from September 8 to September 18 and clarified PWS technical exhibits; Amendment 0003 (September 3) added updated organization charts, PWS Revision 1, wage determinations, and final answers to 20 clarifying questions; Amendment 0004 (September 10) updated five regional wage determinations and added nationwide wage determination for oil spill response and hazmat cleanup services. Contractors must acknowledge all amendments prior to the proposal deadline to avoid rejection.
Service Contract Act prevailing wage rates apply at all five locations under wage determinations 2015-4539 (North Florida), 2015-4559 (Panhandle Florida), 2015-4561 (West Florida), 2015-4583 (South Florida, Monroe County), 2015-4515 (Georgia), 2015-0213 (Maritime occupations nationwide), and 1996-0223 (Oil Spill and Hazmat services nationwide). All wage determinations include mandatory fringe benefits, paid vacation, paid holidays, and uniform allowances. The contract requires a Draft DD 254 for facility security clearance handling of Controlled Unclassified Information.
Questions and proposals must be submitted to Peiney Allerton (peiney.t.allerton.civ@us.navy.mil, 904-542-4327) or Harold Melton (harold.m.melton.civ@us.navy.mil), Contracting Officer, NAVSUP Fleet Logistics Center Jacksonville.
