About this file
This is a Question and Answer Log (Amendment 3) for federal contract N6883626R0002, addressing clarifications on a Performance Work Statement (PWS) for boat and vessel maintenance services across multiple Navy installations.
The document addresses 20 questions (numbered 43-62) regarding staffing requirements, labor classifications, equipment, training, and operational procedures. Key clarifications include: the contractor determines its own staffing plan and cross-functional duty assignments; the Regional Boat Maintenance Center (RBMC) references have been removed from the PWS; WDOL occupational codes are contractor-determined; government-approved forklift training is consistent across all sites; the transition period has been updated; and historical job hours data is provided for five service locations (NAS Pensacola, NSB Kings Bay, NAS Key West, NSA Panama City, and NS Mayport) covering the period January 1 - December 31, 2025. Total job hours across all sites total 34,754 hours, with NSB Kings Bay representing the largest effort at 13,768 hours. The government clarifies that no after-hours, weekend, or holiday maintenance actions occurred in the previous 12 months, and that access to maintenance program data requires contractor subscription to the commercial Vessel Vanguard system. References throughout direct offerors to specific PWS sections (C.4.2, C.4.5, C.7.0, C.7.1, C.7.3, C.9.23, C.13.9, C.17.6.15) and Technical Exhibits (TE-01, TE-03, TE-05) for complete requirements.

AMENDMENT 3
# QUESTION ANSWER
Section C.6.15 requires personnel to be assigned cross-functional duties to the maximum extent possible, while C.17.1 requires sufficient personnel to accomplish all mission and maintenance requirements. Please clarify which positions or functions identified in Section C.17.0 and Technical Exhibit 01 may be performed as collateral or cross-functional duties by the same individual.
The government has removed the word "collateral" from TE-01. See updated TE-01. Contractor shall determine its staffing plan and which skillsets are to be collateral duties.
Weather response references the RBMC which has been removed in all other areas of the PWS, please clarify.
Regional Boat Maintenance Center has been removed from PWS 13.5 and
9.24. See updated PWS.
Throughout the PWS, the government references the capabilities of a maintenance management program, but does not provide what that program is - this was clearly listed in the 2018 solicitation, what has changed?
Refer to C.7.1. See updated PWS.
46 What are the approved government forklift training courses? Refer to C.17.6.15. See updated PWS.
The government states an FRT staffing requirement well above the full time staffing requirement, putting the burden of sustaining a trained PT staff for FRT response. They also have put the burden on the contractor to provide travel for training - this seems to put contractors into a very difficult position to price out the effort of maintaining a ready response team of qualified personnel. Why is the training travel not reimbursable if the government required courses are not available on contract site? The government controls the classes, this seems punitive to the contractor.
Refer to C.17.6.1 and C.17.10. See updated PWS.
No coverage — C.4.5 puts "special tools" and OEM specialty equipment in FFP; no clarity on scope/cost magnitude. Request a minimum scope of OEM specialty tools required at each site paid by the contractor.
Refer to C.4.5. See updated PWS.
QUESTION & ANSWER LOG N6883626R0002
Please confirm that the WDOL occupational codes for the skill sets required in TE- 01 "RPOC Organization Chart & Services" correspond to the following codes: 23430 for Heavy Equipment Mechanic (Marine) and 23370 for the General Maintenance Mechanic.
WDOL code that is used is ultimately up to the contractor to determine.
See updated TE-01.
Please define “Start Up Maintenance”? Does this include engine break-ins, or will the local operators conduct the break-ins? (C.9.23)
Refer to C.9.23. See updated PWS.
51 Is there a published list of Government Approved Forklift training courses? Refer to C.17.6.15. See updated PWS.
Does the Government Approved Forklift training vary from site to site?
(C.17.6.15)
No.
The specialized qualifications and required certifications for the welder position in Mayport appear to align more closely with the skill sets described under SCA Directory of Occupations Code 23010, Aerospace Structural Welder, rather than the qualifications associated with Code 23060, General Welder. Will the Government consider revising the selected WDOL labor category for the Mayport welder position to Aerospace Structural Welder (23010)?
No. 23060 is listed as an Aircraft Servicer, not General Welder under WDOL NEFL 2015-4539 and WDOL GA 2015-4515.
Section C.17.2 identifies the Program Manager, Senior Maintenance Engineer, and Site Supervisors as mandatory key personnel, while C.5.6 states that personnel requirements for all key personnel shall be completed at the time of award. Please clarify whether proposed key personnel must be identified and resumes submitted with the proposal, or whether key personnel must only be identified and qualified by contract award.
See amendment 002, Section L, Vol II, Subfactor C.
Section C.23.1 requires the outgoing Contractor to provide the successor Contractor full access to buildings, facilities, equipment, vessels, logs, records, technical manuals, test equipment, and the maintenance program during transition. Will access to these materials begin at contract award and remain available throughout the full transition period?
Access to government owned buildings, facilities, equipment, vessels, logs, records and tech manuals may be granted. Access to government owned test equipment, if available, at each installation may be granted. The maintenance program data will be available upon the successor obtaining the commercial maintenance program subscription (Vessel Vanguard).
Refer to PWS C.4.2, C.4.5 and C.7.0. See updated PWS.
C.8.18–C.8.19 - Please provide the historical frequency, by installation, of two-hour emergent maintenance responses, weekend/holiday repairs, and other outside-normal-working-hours maintenance actions during the most recent 12-month period.
There have been no requirements in the past 12 months for any after hours, weekend/ holiday or outside normal working hours maintenance actions.
C.13.9 requires the Contractor to identify each position by assigned WDOL category, however Wage Determination 2015-4561 (and the other four WDs) list an occupation code only for Line Handler (29030). No corresponding WD occupation code exists for Dockmaster, Coxswain, Crewmember, or OSR/FRT Responder. Please confirm whether the incumbent contract has an established SCA-conformed classification and wage rate for these positions that offerors should propose to, or if statement of equivalent rates should be used, in order to ensure consistent conformance rates are evaluated across all offerors.
See attachment 21 WDOL 2015-0213.
Would the government consider a request to change the transition period to a 3-month, consistent with the previous three solicitations for this requirement?
The transition period has been updated on the RFP.
What occupational code should be applied to the Coxswains and Deckhands? (attached wage determinations lack an appropriate maritime classification)
See attachment 21 WDOL 2015-0213.
According to TE-05, Fleet II will be the responsibility of the Navy. Please expand on why the SME would provide oversight over Fleet II? Please define oversight.
Refer to C.7.3. See updated PWS.
In TE-03, there are numerous mentions of a Commercial Maintenance Program Manager; however, this position is not included in the PWS for staffing. Will the PWS be corrected to include this position?
TE-03 has no mention of Commerical Maintenace Program Manager.
In comparison to past solicitations, there is no clear description of the overall level of effort by site - only a statement of maintenance hours.
However the management of the site, operations, maintenance and logistics is not quantified. Can the government provide a historical reference to their estimated roster to meet requirements?
UPDATE: No. See Amd 3 Historical Job Hours attachment which supercedes Amd 2 Historical Skill Sets, for job hours by site.
