About this file

This is a Question and Answer Log (Amendment 2) for federal contract N6883626R0002, addressing clarifications on a Performance Work Statement (PWS) for naval boat maintenance and waterfront equipment services across multiple installations.

The contract covers boat maintenance, equipment transport, waterfront operations, and facility support at five naval locations: NAS Pensacola (6,444 labor hours), NSB Kings Bay (13,768 labor hours), NAS Key West (2,646 labor hours), NSA Panama City (1,957 labor hours), and NS Mayport (9,939 labor hours), totaling approximately 34,754 labor hours. Key clarifications confirm that Technical Exhibit 01 displays required services and skill sets with estimated hours rather than minimum staffing quantities; the contractor bears responsibility for determining actual staffing levels and vehicle fleet requirements; Government Furnished Equipment (GFE) is not provided and the contractor must furnish all maintenance tools, shop equipment, and specialty tools; media blasting and spray coating are infrequent processes to be performed at outside facilities when beyond contractor capability; the Fast Rescue Team (FRT) staffing is the contractor's responsibility; and transition support includes familiarization and Government-provided training during a 30-day transition period. The contract is Firm Fixed Price (FFP) with no reimbursement for overtime events, weather-related recalls, or extended work hours. Subcontractor performance remains the contractor's accountability despite Government having no privity with subcontractors. Historical skill set data is provided as reference for estimating staffing needs.

AMENDMENT 2

# QUESTION ANSWER

Section C.17.1 requires the Contractor to provide "sufficient personnel" to meet mission and maintenance requirements while Technical Exhibit 01 identifies staffing requirements. Please clarify whether the staffing quantities identified in Technical Exhibit 01 represent Government-required minimum staffing levels, historical staffing levels, or Government estimates provided for proposal development.

TE-01 does not display staffing quantities. It displays services / skill sets required and estimated hours.

C.5.3–C.5.6 and C.23.1- Please clarify the specific transition support, records access, personnel coordination, equipment familiarization, and training that the successor Contractor can expect to receive during the 30-day transition period.

Refer to C5.5 for transition familiarization.

Refer to C17.10 for Government provided training during the transition period.

Section C.3.1 states that Government-furnished boats will be in good material condition and associated equipment in proper working condition at turnover. Will the Government provide the current material condition/status of the vessels and equipment identified in Technical Exhibits 02, 03, and 04 prior to proposal submission?

No.

C.3.3.1–C.3.3.5 and C.9.1- Please confirm whether the Government-furnished facilities identified at each installation are considered sufficient, and whether media blasting and coating processes are authorized to perform the anticipated organizational, intermediate, and depot-level maintenance workload required by the PWS. If not, please identify which categories of work are historically performed at off-site commercial facilities.

Refer to C3.3.1 - C3.3.5 Media blasting and spray coatings are an infrequent process and will be considered for accomplishment at an outside facility. Most painting and preparation required shall be within the contracted skill sets and facility capability to accomplish on-site. In the event it is beyond the capability, it will be reviewed and considered for accomplishment at a capable outside facility on a reimbursable basis.

C.7.1 and C.7.5 - Section C.7.5 requires the commercial maintenance program to be fully operational at start of performance. Will the Government provide an export or transferable copy of the existing Government-owned maintenance records and associated data for migration into the successor Contractor's approved commercial maintenance program?

If the successor decides to continue to utilize "Vessel Vanguard", the records are transportable at the time of subsription obtainment. If another program is chosen, an export can be provided to the successor.

Section C.3.4 permits the Government to substitute, add, subtract, or change the number and/or types of vessels and equipment through negotiated modification. Please clarify if there is process by which corresponding staffing, workload, and cost of execution increases due to added assets or materially changed requirements will be handled for a Firm Fixed Price contract? Alternatively, should the contractor plan to staff to enclosure 1 guidance and required qualifications, and changes in assets will be handled through potential contract modification?

Refer to C.3.4.

C.10.6.5–C.10.6.6 and C.17.6.16 – Please clarify whether the 12-person FRT staffing requirement is included within the staffing quantities identified in Technical Exhibit 01, or whether these personnel are required in addition to the staffing quantities identified in Technical Exhibit 01.

How the FRT is staffed is the responsibility of the Contractor.

C.3.3.1–C.3.3.4 – Several Government-furnished maintenance bays, shops, storage areas, and other facilities are identified as non-exclusive or shared-use spaces. Please clarify any anticipated limitations on availability, scheduling, access, security, storage capacity, or simultaneous use of these facilities that offerors should account for in staffing and performance planning.

Anticipated limitations not known.

C.3.3.1–C.3.3.5 and C.4.5 – Please identify which major maintenance tools, shop equipment, lifting equipment, test equipment, and support equipment currently located within the Government-furnished facilities will remain Government-furnished at turnover, and which items must be furnished by the Contractor, including boat vendor OEM specialty tools and equipment.

GFE is not provided under this contract effort. Refer to C.4.0. Contractor Furnished Equipment, Facilities and Services.

QUESTION & ANSWER LOG N6883626R0002

C.3.3.1–C.3.3.5 and C.9.1–C.9.20 – Please identify any known facility restrictions by installation that prevent performance of specific maintenance activities, including welding, engine removal, media blasting, hull repair, painting, lifting, machining, or other intermediate/depot-level work.

Refer to C.9.12.

The PWS does not provide any quantitative data to accurately assess the number of trucks or trailers required to meet the C12.0 Transportation requirements. Can the government clarify the number of transports, mileage, locations and capacity requirements so that pricing can be developed for vehicles, maintenance and operating costs? At minimum how many contractor furnished equipment (CFE) trucks and trailers at each site, and if a travel CLIN will be included for Government directed vessel transport.

Refer to C.12.2. It is the contractor responsibility to determine the vehicle pool at each installtion required for their use to fulfil PWS requirements. A travel CLIN will not be provided.

C.3.4 states the government may add vessels at any location and any type. With an indeterminate requirement, how can the contractor meet this open requirement?

Alternatively, should the contractor staff to the enclosure 1 guidance rather than based on hull numbers?

The contractor will determine staffing requirements. Refer to C.3.4.

If weather requires a recall within a 2 hour notice and this creates an overtime event, will the contractor be reimbursed under the FFP contract?

No

For transport over longer hauls, if the work day extends beyond 8 hours, are OT hours reimbursable? Which CLIN would be used?

No

Given the requirements of for cyber security, what are the requirements for government provided technical documents and manuals? These are usually maintained by CCD BIM and ISEA. Note: all other Port Ops maintain these documents on NMCI/Flank Speed - is there a security concern difference on security boat readiness for the region or how will this be mitigated?

Refer to C.18.5 and the draft DD-254.

In comparison to past solicitations, there is no clear description of the overall level of effort by site - only a statement of maintenance hours. However the management of the site, operations, maintenance and logistics is not quantified. Can the government provide a historical reference to their estimated roster to meet requirements?

See Historical Skill Set attachment.

For government program training requirements, how are refresher, or new hire training delivered for Navy controlled courses (SIMBBC, 2nd Class Swim, FRT, HAZWOPER, OSR training etc.)? Is travel to other government sites to complete training reimbursable?

Refer to C.17.10

As the government is not providing any access to their networks, and no DD254 was provided, can the government state the basis for all personnel requiring a Confidential Clearance?

Draft DD-254 will be posted with amendment 0002.

What classified information will personnel be responsible for safeguarding, will a DD254 be issued, and what is their access to that information?

Refer to C.18.5 and the draft DD-254.

There are no requirements related to data security as part of the maintenance program. For technical data considered CUI, is the solution required to comply with CMMC or

FEDRAMP?

All maintenance related materials are COTS (Commerical Off the Shelf) or unclassified if provided by the Navy.

28 Can the government clarify the days to complete for work at a SubK site? No. Government has no privity of contract with Subcontractors.

29 Is the contractor held accountable for SubK failure to meet target timelines? Yes. Government has no privity of contract with Subcontractors.

With staff supporting admin of work packages, the government states that this includes payments - are these through the Materials CLIN?

Refer to C.9.33.

How is this essentially not the contractor extending a line of credit to the government for overhauls? For extensive and long work packages, this can equate to up to the total material CLIN where the company has to utilize a Line of Credit - which is an allowable cost. The referenced FAR describes a negotiated price, not "actual cost." Also with the contractor cost of capital, actual cost should include the contractor fronting the cost of the overhaul. Please clarify.

See PWS C.15.16.

With the removal of the RMBMC does TE01 reflect this new reality WRT maintenance hours and ancillary functions such as transporting, etc.?

Yes.

Would the government consider a request for a 10-day extension of the proposal deadline so offerors can obtain the necessary information and develop accurate staffing and

Yes.

Would the government consider a request to change the transition period to a 3-month, consistent with the previous three solicitations for this requirement?

The transition period has been updated on the RFP. Updated PWS forthcoming.

35 Do resumes count towards the limit of 20 page count of Vol II? No, however resumes will be limited to 2 pages per resume.

36 Is there a material condition report available for the Brows listed in Technical Exhibit 3?

The provided documents do not contain a material condition report. Attachment 4 (TE-03) lists the brows but only specifies the maintenance type (e.g., "Repair only").

37 Does the organizational chart need to include names w/ positions? No.

Regarding weight handling programs utilized on Naval bases, what are the plans to allow these capabilities at each site? (C.9.12, C.9.13)

PWS C.9.13 states the contractor must supply and certify all weight handling equipment. The documents do not provide specific plans beyond this contractor responsibility.

Will the Logistics Manager at Mayport have an area to receive parts/supplies that is lockable to maintain a regional stance for inventory? (C.15.1)

Yes. Refer to PWS C.3.3.3.

40 Where will large items such as spare engines be stored? In minimal quantities at each site location.

What are the planned maintenance requirements and estimated maintenance hours for the Guided Missile Destroyer (DDG) separators, brows, and brow stands, etc. listed in TE- 03?

Attachment 4 (TE-03) lists the DDG Separator Frames with a maintenance requirement of "Outside OVRHL only (8 yrs)." Specific maintenance hours are not provided.

In TE-05, Business Rules, the documents speak to daily boat checks being entered.

According to the PWS, only weekly, monthly, and annual checks are necessary. Please clarify the needs of this contract regarding daily boat checks.

The documents indicate a mix of daily and weekly checks. Attachment 6 (TE-05) states, "Daily Boat reports are the responsibility of the crew," while PWS C.8.3 requires weekly visual inspections by the contractor and daily engine hour logs for specific boats.
