About this file
This is Amendment 0002 to Solicitation N6883626R0002, issued by the Naval Supply Fleet Logistics Center Jacksonville on August 28, 2026, extending the proposal due date from September 8, 2026 to September 18, 2026. The amendment modifies multiple contract line items (CLINs) related to port operations and maintenance services at Navy installations across Florida and Georgia. CLINs 0001-0005 have their quantities increased from 1 to 44 months and unit of measure changed from months to days, while CLINs 0006-0010 and 0012-0013 have quantity reductions ranging from one to two units. Delivery periods have been extended across all CLINs, with CLINs 0001-0005 and 0011 now scheduled from February/April 2027 through January 2028, and CLINs 0006-0010 and 0012-0013 beginning April 1, 2027. The amendment adds a draft DD 254 and establishes Performance Work Statement technical exhibits covering organizational charts, vessel inventory, equipment maintenance, materials inventory, maintenance procedures, ship arrival procedures, consumables, aviation rescue swimmer training, emergency action plans, and installation access requirements.
The solicitation seeks qualified contractors to provide port operations services including limited watercraft operation, maintenance services, port operations, and waterfront administration across multiple Navy Region Southeast locations (Jacksonville, Panama City, Pensacola, Key West, and Kings Bay). Technical evaluation is based on acceptable/unacceptable ratings for staffing maintenance plans, staffing operations plans, and personnel qualifications, with past performance and price serving as additional evaluation factors. Offerors must submit four volumes: Volume I (pricing with no page limit), Volume II (technical capability limited to 20 pages), Volume III (past performance limited to 10 pages), and Volume IV (contractor responsibility with no page limit). The incumbent contractor is Metson Marine Services under contract N68836-24-C-0003. Historical staffing data indicates five Heavy Equipment Mechanic positions across the five locations, each requiring 2,080 hours per year. Questions must be submitted by August 21, 2026 at 11:00 AM Eastern Time to designated contracting personnel.

52.212-2 Evaluation--Commercial Products and Commercial Services (DEVIATION 2026-O0038) (Feb 2026)
Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will make a single award using best value trade-off IAW RFO 15.103-1, with Technical Capability assessed as either acceptable or unacceptable basis and no additional credit will be assessed for technical capability beyond the acceptable or unacceptable rating. Technical and Past Performance are approximately equal. When combined, Technical and Past Performance are significantly more important than Price IAW RFO 15.104(d)(1). Tradeoff is between Past Performance and Price among all technically acceptable proposals.
(a) The following factors will be used to evaluate offers:
Factor 1: Technical factor level. The technical capability will be evaluated on an Acceptable/Unacceptable basis at both the subfactor and
Technical Evaluation Ratings
Rating Description

n importance and will be evaluated as either The proposals shall be evaluated against the three subfactors below. The subfactors are considered equal i Acceptable or Unacceptable. An unacceptable rating at the subfactor level will result in a proposal being deemed unacceptable at the overall factor level. Technically unacceptable proposals will be removed from further award consideration.

Subfactor C. Personnel Qualifications - personnel, To be rated "Acceptable", the offeror's submitted resumes for key that will be evaluated, must demonstrate that the personnel meet requirements identified in the PWS Chapter 17.
Factor 2: Past Performance offerors' points of contact (POCs) for the same or Using the information submitted in Volume III, Past Performance Questionnaires submitted by the similar works that is currently ongoing with at least one year complete or have been performed in the last three years from the solicitation release date and other information independently obtained from Government or commercial sources. The Government will assign an overall confidence assessment for each offeror whose past performance is evaluated IAW the rating tables below. The purpose of the past performance evaluation is to allow the Government to assess the offeror's ability to perform the effort described in this RFP, based on the offeror's demonstrated present and past performance. Each Past Performance effort will be evaluated based on recency, relevancy, and quality.
The Government will begin its evaluation by first determining the recency and then the relevancy of each past performance effort. To be considered a recent effort, the effort must be currently ongoing with at least one year complete or have been performed within the last three years from the solicitation release date. The Government will perform an independent assessment of relevancy of the data provided or obtained. To be considered relevant, the Offeror's past performance information will be assessed on the similarity of the scope, magnitude, and complexity of the Offeror's prior or ongoing contracts to this solicitation's performance requirements. The relevancy of each contract reference will be considered in the overall confidence assessment rating for the offeror. The following ratings will be utilized in evaluating the relevancy of each past performance effort:
Past Performance Relevancy Rating Method

performance. The Past Performance Evaluation The third aspect of past performance evaluation is to establish the overall quality of the offeror's past Team will review all past performance information collected and determine the quality of the offeror's performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment. A separate quality assessment rating is not required; rather the past performance rating, using the confidence assessment rating method below is based on the offeror's overall record of recency, relevancy, and quality of performance (Ref: DoD Source Selection Procedures). One of the following overall Past Performance Confidence Assessment ratings will be assigned to each offeror using the following definitions:
Past Performance Confidence Rating Method
Rating Description
Substantial Confidence
Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror's recent/relevant performance record, the Government has a Reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available, or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Past performance as the prime contractor will be considered more relevant in assigning the overall past performance confidence assessment than that as a subcontractor. Offerors with no recent/relevant performance record shall receive the rating "Unknown Confidence" meaning the rating is treated neither favorably nor unfavorably. Past performance ratings of "Substantial Confidence" or "Satisfactory Confidence" will be considered more favorably than a "Neutral Confidence" rating in conducting the trade-off.
For Joint Ventures (JV), the JV past performance will be given weight proportional to the scope and magnitude of the aspects of the work under the solicitation for which each JV member is proposed to perform. It is the offeror's responsibility to adequately explain the relevance of a reference provided for a JV member's past performance to the effort that the JV member is proposed to perform under the solicitation.
Factor 3: Price
Price Evaluation. Price analysis will be conducted in accordance with RFO 15.404-1. An offeror's proposed prices will be determined by multiplying identified in the Schedule by the proposed unit price for each contract line item number to confirm the extended amount for each. the quantities
Offerors shall ensure each CLIN is priced, except those listed as Not to Exceed and Contract Data Requirements List (CDRL), which are not separately priced.
The Government will evaluate pricing to determine the following:
Completeness: All price information/data required in the RFP has been submitted. For all items in the schedule, the unit price will be multiplied by the quantity for each line item for the base and all option years .
Reasonableness: Price is fully justified and supported and is considered fair under current market conditions, reasonable to the Offeror and reasonable to the Government. Reasonableness may also be determined by comparison with the Government estimated and/or other offers received. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of cost or price analysis techniques. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government. In accordance with FAR 15.404-6(b) price analysis will be conducted on the individual CLIN to RFO determine whether unbalanced pricing occurred.
(b) . The Government will evaluate offers for award purposes by adding the total price for all options, to include RFO FAR 52.217-8, to Options the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
