About this opportunity
The Bureau of Reclamation seeks to establish up to three Blanket Purchase Agreements for goat and sheep grazing services to reduce wildfire fuel loads across six California counties (Placer, El Dorado, Shasta, Trinity, Tehama, and Glenn), with quotes due September 11 at 10:00 AM Pacific Daylight Time. This is a total small business set-aside under NAICS 112420 with a $2.5 million size standard.
The five-year BPA runs November 9, 2026 through November 8, 2031, with a maximum annual obligation of $500,000 and a total ceiling of $2.5 million. Work spans approximately 4,414 total possible acres across six geographic regions. Pricing must be submitted on a firm-fixed-price basis per acre for each geographic area; quoters may price only selected task groups. All service work is classified under SCA Occupation Code 11210 (Laborer, Grounds Maintenance), and contractors must comply with prevailing wage determinations for the applicable California counties (El Dorado, Placer, Shasta, Trinity, Tehama, and Glenn).
Performance standards require 70–80 percent vegetation reduction measured through visual estimates and before-and-after photographs. Environmental buffer zones and inaccessible areas are excluded from billable acreage. The contractor is responsible only for the initial reduction; if vegetation regrows after off-season treatment, no maintenance or retreatment is required under the same call. Government-provided water is furnished at no charge where available. Contractors and the Contracting Officer's Representative will collaboratively identify water sources, livestock-trailer access points, staging areas, and work plans prior to commencing activities.
Small business prime contractors may satisfy technical requirements through committed qualified small-business subcontractors. FAR 52.219-14 (Limitations on Subcontracting) applies at the order level. Reclamation intends to schedule grazing during biologically appropriate seasonal windows but reserves the right to issue calls outside optimal windows.
Evaluation criteria include technical approach, past performance verified through CPARS and SAM.gov, and competitive pricing. Quotes must be emailed to mouang_phan@ios.doi.gov. Amendment 0002 was issued September 4, 2026; contractors must acknowledge receipt of all amendments by submitting a signed Standard Form 30 with their quote.
