About this opportunity
The Federal Aviation Administration (FAA) has issued a Special Notice for a Draft Screening Information Request (SIR) related to Center Operation and Maintenance Services (COMS) for the William J. Hughes Technical Center for Advanced Aerospace (WJHTC). The draft SIR is a preliminary document designed to provide industry stakeholders an early review opportunity for a comprehensive maintenance and operational services procurement. The solicitation covers maintenance services for the WJHTC campus and multiple tenant organizations, including the Transportation Security Administration, US Coast Guard, and New Jersey Air National Guard. The contract is structured as a hybrid Firm-Fixed-Price, Time-and-Materials, and Cost-reimbursable Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The procurement is anticipated to have a 2-month transition period, 12-month base period, and six additional 12-month option periods, with a potential award date of January 2026.
The primary purpose of this Special Notice is to solicit industry feedback on the draft SIR before finalizing the solicitation, with the FAA emphasizing that this is an informational request only and not seeking unsolicited proposals. Contractors interested in participating must submit questions in writing via email using the attached Draft SIR Questions form, with all questions due no later than 8:00 AM Eastern Time on May 12, 2025. The FAA will not reimburse contractors for any administrative costs incurred in preparing responses, and all costs associated with responding are solely at the contractor's expense. The total estimated contract value across all periods is $16,646,730.32, covering various service areas including the technical center, transportation security facilities, and military installations. Eligible contractors will need to demonstrate comprehensive maintenance capabilities across multiple technical domains, including central utilities, site utilities, electrical distribution, water treatment, and critical infrastructure systems. The current incumbent is JanCo FS2 (Velociti Services), and a mandatory site visit will be conducted as part of the solicitation process.
