CLIN X003 Subtotal reflects the Contractor’s price for each 12-month period. The WJHTC and Tenant Extended Price is derived by applying FAA-determined percentages to the CLIN X003 Subtotal; percentages are subject to change but do not change the overall X003 Subtotal FFP amount. The monthly Unit Price is derived by dividing the WJHTC and Tenant Extended Price by 12 months. The Contractor will utilize the monthly unit price for monthly invoicing.
The FAA estimates an annual requirement of 10,000 Service Calls under $2,500.00.
Optional CLIN X003G will be utilized if the FAA exceeds 10,000 calls. CLIN X003 Subtotal is divided by 10,000 Service Calls to derive the Optional CLIN X003G unit price. If needed, the FAA will fund Optional CLIN X003G, and the Contractor will invoice using the Optional CLIN X003G unit price and the quantity of Service Calls under $2,500.00 performed over 10,000 calls.

Work may be ordered via the FAA’s Enterprise Contract Management System (ECMS), Oral Direction/Email from the Contracting Officer, or Contracting Officer Representative (COR). Any work order requested will include a NTE amount so work can begin immediately. It is the responsibility of the Contractor to track all costs to ensure the NTE threshold is not exceeded, without prior COR approval. If the Contractor exceeds the NTE threshold without prior approval from the COR, the Contractor will bear the responsibility of those costs. The FAA may re-evaluate at the stopping point to determine if they plan to fund the remainder of any work or stop work on the project. Proposals submitted in response to work orders under this CLIN must utilize the loaded labor rates in Attachment B-3 Loaded Labor Rates.
Loaded labor rates include overhead, fringe, general and administrative burdens, and profit. The rates represent effort performed by either the prime contractor or any subcontractor(s) as required.
Direct materials may be included on individual work orders. NTE amounts for materials will be determined and included, as needed, when the work order is issued. The fixed burdened rate will be applied to direct materials. Equipment and other direct costs, if required, will be pass-through costs only, with no markup for indirect costs and fee.
CLIN X006 is an FAA-provided amount. The Contractor will invoice work under this CLIN against the NTE amount.
