About this opportunity

The Defense Finance and Accounting Service has cancelled Solicitation HQ042326QE076 for maintenance and on-call service support of Closed-Circuit Television, Intrusion Detection System, and Access Control System equipment at its Indianapolis facility, effective immediately as of September 8, 2026. The requiring activity reassessed operational requirements and determined the solicitation will not proceed to award; the Government intends to pursue alternative acquisition strategies instead.

This procurement was solicited under full and open competition (NAICS 561621, small business size standard $25 million) with quotations originally due July 27, 2026 at 4:00 PM EST, extended by amendment to July 29, 2026 at 12:00 PM EST. Place of performance was the DFAS-Indianapolis facility at 8899 East 56th Street, Indianapolis, Indiana 46249. The contract structure included a one-year base period (August 24, 2026 through August 23, 2027) with four one-year option periods, plus a potential six-month extension option.

Services encompassed routine and Government-directed maintenance, diagnostics, troubleshooting, repair, system administration, and installation or removal of system components. Contractor personnel were required to hold Tier 3 minimum personnel security investigations, maintain authorized reseller status for Lenel (Value Added Reseller) and both Bosch and DMP products, employ certified technicians with minimum three years of documented intrusion detection system experience, and comply with CMMC Level 1 self-assessment requirements. The contractor was required to maintain 98 percent monthly uptime per standalone system and provide 24/7/365 support with four-hour telephone and emergency on-site response for critical assets.

Pricing used a blended structure combining firm-fixed-price monthly preventative maintenance and time-and-materials emergency repair labor with a not-to-exceed ceiling of $30,000 per CLIN across five operational areas, totaling $150,000 in evaluated price. Evaluation criteria comprised Factor 1 (Technical Certifications/Authorizations, pass/fail gate), Factor 2 (Technical Approach, 10 pages maximum), Factor 3 (Past Performance, 5 pages maximum, weighted equally with Factor 2 and more important than price), and Factor 4 (Price).

No reimbursement will be provided for proposal preparation costs. All submitted documentation will be retained in the contract file under FAR Part 4 and the Procurement Integrity Act.
