About this opportunity

The U.S. Forest Service National Interagency Fire Center is procuring Call When Needed Mobile Shower Units (CWNMSU) through a nationwide Blanket Purchase Agreement to support fire suppression activities and all-hazard incidents. Contractors must provide commercially available mobile shower units in either small capacity (6-11 showerheads) or large capacity (12 or more showerheads) configurations, complete with all necessary support equipment, labor, materials, transportation, and trained personnel. Key requirements include establishing a fixed Designated Dispatch Point at a specific physical address within the contiguous western United States, maintaining potable water systems meeting National Wildfire Coordinating Group standards, providing separate gender facilities with washbasins and dressing areas, and ensuring continuous hot water capability at 110 degrees Fahrenheit. The government will evaluate quotes based on equipment acceptability, compliance with minimum specifications, past performance references, and price reasonableness, with intent to award multiple BPAs to qualified contractors. The current proposal deadline is May 6, 2026 at 5:00 PM Mountain Time, with quotes to be submitted electronically via designated Box folders; subsequent annual reviews and pricing updates will be requested in January-February each year.

This acquisition is unrestricted with no set-aside designation, though preference for orders will be given to small businesses during the ordering process. No specific incumbent contractors are identified in the solicitation documents. The resulting Blanket Purchase Agreements will be effective from the award date through May 31, 2031, with annual reviews conducted around February-March each year. Pricing will be structured on a fixed-price basis and include daily usage rates, mileage charges from the dispatch point to incident locations, relocation fees, and miscellaneous charges such as potable water testing and state licensing fees. Performance will occur throughout the contiguous western United States, with work required at remote incident locations as directed by the National Interagency Coordination Center through the Incident Resource Ordering Capability system, and participating federal agencies include the USDA Forest Service, National Park Service, Bureau of Land Management, Bureau of Indian Affairs, U.S. Fish and Wildlife Service, and potentially the Federal Emergency Management Agency.

The Contractors fixed-price rates shall include, but are not limited to, all labor, equipment, materials, State and Federal taxes, including workman’s compensation costs, insurance coverage, non-compensable transportation costs, overhead and profit. The Contractor is responsible for furnishing and managing all equipment, materials, supplies, transportation, lodging, and trained/certified personnel necessary to meet the agreement specifications as identified in Exhibit D.1. Pricing/Terms for subsequent years will be requested annually through an updated solicitation posted to www.sam.gov.

The effective period of the resultant BPA(s) will be from date of award through April 30, 2031, with annual reviews happening around Jan-Feb of every year.

This acquisition is being solicited as unrestricted and all companies may submit regardless of business size. However, preference for orders will be given first to small businesses.

Offerors shall quote each CWNMSU as either a small or large capacity unit; however, they cannot offer the same unit as both a small and large unit.  The quoted physical address offered will become the Designated Dispatch Point (DDP) for that location.  The DDP will be the required physical location for the complete CWNMSU to be considered for an order.  For example, Offeror A quotes to be located at 3833 S. Development Ave, Boise, ID 83705.  If Offeror A is awarded an agreement, its DDP will be 3383 S. Development Ave, Boise, ID 83705 for the life of the agreement.  The Contracting Officer must approve any DDP address changes by modification to the agreement.

The intent of this agreement is to provide the services of commercially available Call When Needed Mobile Shower Units (CWNMSU), on a nation-wide basis, for fire suppression activities and other types of incidents.
