About this opportunity

FEMA's Community Survivor Assistance Section, within the Department of Homeland Security, is soliciting quotes under Solicitation 70FB8027Q00000003 for a multiple award Blanket Purchase Agreement (BPA) for retrofit shower and accessories installation kits for Transportable Temporary Housing Units, with questions due October 30, 2026 at 1:00 p.m. ET and quotes due November 1, 2026. The procurement is full and open competition with no set-aside, issued as a commercial Request for Quote under Revolutionary FAR Overhaul (RFO) Part 12.

Work is performed in Cumberland, Maryland 21502, with delivery to the FEMA Manufactured Housing Storage Site at 11601 PPG Road, Cumberland, Maryland. Authorized BPA users are the FEMA Support Services Branch and Field Operations Branch.

Two kit configurations are required: a 60x30 kit for 1-, 2-, and 3-bedroom manufactured housing units, referenced to Bestbath model 5LBS6030E75B or equal, and a 36x36 kit for 8-foot-wide express units, referenced to Bestbath model 4LBS3636B5B or equal. Amendment 1 removed the requirement for ADA-certified models; quoters must meet the Statement of Work, which cites American National Standard A117.1, Uniform Federal Accessibility Standards, and 16 CFR Chapter II consumer product safety requirements. Components may come from separate manufacturers if each meets the SOW and retains original manufacturer packaging before consolidation. Products must be new and unused. Delivery is due within 30 calendar days of order on pallets with itemized Bills of Lading, and a delivery spreadsheet is due within one business day. The contractor replaces damaged or missing items at its expense within 10 business days. Substitute products require written Contracting Officer or COR approval before shipment. Technical drawings will not be provided.

The BPA is firm fixed price with a base period and four option periods, and a five-year ordering period from award. The revised pricing table lists estimated quantities of 100 units of 60x30 kits (CLIN 0001) and 15 units of 36x36 kits (CLIN 0003), each with a corresponding shipping and packaging CLIN. The BPA ceiling is not to exceed $9 million, the Simplified Procedures threshold, and individual orders may not exceed that threshold.

Award will be made to up to three responsible offerors on a Lowest Price Technically Acceptable basis under FAR 52.212-2, with past performance evaluated through CPARS or Past Performance Questionnaires for similar projects completed within three years. Past Performance Questionnaires are due November 13, 2026. Quoters need not price every line item to be considered for award.
