Q&A Document and Amendment 12 for Call When Needed Mobile Shower Facilities Units BPA Solicitation

This file contains a Questions and Answers (Q&A) document and Amendment 12 for solicitation 1202SC21Q2205, a Blanket Purchase Agreement (BPA) for Call When Needed (CWN) Mobile Shower Facility Units administered by the USDA Forest Service National Interagency Fire Center. The BPA procurement provides commercially available mobile shower units on a nationwide basis for fire suppression, all-hazard incidents, and severity/preparedness assignments throughout the contiguous western United States. The Q&A section addresses eleven substantive questions from offerors regarding submission procedures, including clarification on requirements for existing BPA holders (who need only submit updated forms and pricing), correct Microsoft Forms links for company and item details, Unit Identification Number (UIN) naming conventions (which are company-specific and require no Forest Service approval), and technical submission requirements including video format options. Amendment 12, issued April 27, 2026, provides Government responses and a transcript from the pre-solicitation conference, with the quote due date remaining May 6, 2026 at 5:00 PM Mountain Time.

Offerors must submit three separate components: a technical quote demonstrating equipment compliance with minimum requirements, a completed Minimum Equipment Requirements Checklist (Attachment 1) with color photographs and written descriptions, and a business quote including Standard Form 1449 with pricing information via provided Microsoft Forms links. The BPA award period runs through May 31, 2031, with annual reviews conducted around February/March. Pricing shall be fixed-price and include all labor, equipment, materials, taxes, insurance, workman's compensation, transportation, and profit. Contractors must establish dispatch points at physical addresses (no P.O. boxes) within the contiguous western states, provide either small capacity units (6-11 showerheads minimum) or large capacity units (12+ showerheads minimum), and comply with extensive specifications covering equipment construction, potable water standards, sanitation, safety, and personnel conduct. The Government intends to award multiple BPAs to qualified contractors with acceptable quotes and fair and reasonable pricing.

(i) Additional licenses, fees and permits required as a result of being dispatched to an incident outside the State of the DP, shall be credited on a cost reimbursable basis to payments due the Contractor.

(ii) Proof of expenditures in the form of copies of receipts for licenses, fees, and permits shall be attached to form 1276-C.

(iii) Payment shall be limited to those vehicles that comprise the CWN MSFU as specified in Contractor’s current Unit Summary.

(4) Potable Water Testing Fees - The Contractor shall be responsible for fees associated for potable water testing upon arrival at the incident and once every 30 days or any subsequent testing required due to a positive test result for coliform bacteria. The Government will reimburse the Contractor for testing whenever switching to a different Government provided potable water source or whenever local health authorities or Government representative request testing more than once every 30 days. The invoice shall clearly document in the remarks block when the Government is reimbursing the Contractor for testing.

(e) No payment shall be made under this contract for supplies or services not shown and priced in the Contractor’s current Unit Summary.

C.2.3 Federal Acquisition Regulation (FAR) Clauses – Table 12-4 – Clauses to include as needed

(End of clause)

C.2.3.1 Addendum to FAR 52.216-18 Ordering

These established ordering channels provide for: rapid movement of requests, agency review, efficient utilization of resources, and cost effectiveness. BPA Calls under this agreement shall be placed by issuing Resource Order from the Incident Resource Ordering Capability (IROC). All orders under this agreement must be ordered in accordance with the following:

(a) Agencies Authorized to Order Incident Work. For fire suppression related activities and other types of incidents, the USDA Forest Service has longstanding cooperative fire protection agreements with other Federal and State land use agencies. The following land use agencies have authority to place orders under this agreement for fire suppression, All-Hazard, and Severity/Preparedness assignments:

USDA Forest Service, National Park Service (NPS), Bureau of Land Management (BLM), Bureau of Indian Affairs (BIA), United States Fish & Wildlife Service (FWS), and various State entities.

For All-Hazard incidents not managed by the land use agencies, the Department of Homeland Security, which encompasses 22 Federal Agencies, accomplishes resource ordering through the Federal Emergency Management Agency (FEMA). FEMA is partnered with the States, 28 Federal Agencies, and the Red Cross and has broad authority to request resources for All-Hazard incidents and disasters, including under this agreement.

(b) Orders. Orders will be placed by the National Interagency Coordination Center (NICC) on the Mobile Shower Facilities Unit Request Form and will include the following:

(1) Resource Order Number, Request Number, Name of Incident and Job Code.

(2) Exact location to designated site where the Contractor can meet a Government representative for escort or further instructions to the incident.

(3) Estimated time needed by the incident to provide shower services.

(4) Size of CWN MSFU required. Large capacity shower units have a minimum of 12 showerheads and small capacity shower units have a minimum of 6 and a maximum of 11 showerheads.

(5) Name, title, and phone number of company contact for further information.

Federal Acquisition Regulation (FAR) Clauses

In accordance with FAR 12.205 (USDA DEV – RFO Part 12), include the following clauses as needed:

FAR Cite Title Date

52.216-18 Ordering

(a) Date of Award (DOA) through 5/31/2031 Aug 2020

52.228-5 Insurance-Work on a Government Installation

(a) $100,000.00, (b)(1) $500,000.00, (b)(2) $100,000.00, (c) $200,000.00, $500,000.00, $20,000.00, (d) $200,000.00, $500,000.00, $200,000.00

Jan 1997

(6) Name and title of Government representative to contact at the incident.

(c) Dispatch Procedures

(1) Orders will not be placed under the CWN MSFU BPA unless all of the National Contract MSFUs have been ordered or determined unavailable for dispatch.

(2) NICC is the only designated dispatch center authorized to place orders against this BPA.

(3) CWN MSFU contractors are required to update status in IROC every time they have a status change (available, unavailable, or available en-route).

(4) The Government intends to have BPAs with multiple vendors for CWN MSFU’s. CWN MSFU’s will provide their DP location in Section B for their equipment and personnel.

Additionally, CWN MSFU will provide a 24-hour contact number specified in Section B for the purpose of contacting for orders.

(5) After all National contracted MSFU’s have been ordered or determined unavailable, and as the need becomes known to the Government, NICC will determine which BPA holders meet the specified requirement in the resource order. NICC will contact the three CWN MSFUs that are closest to the incident, based on straight-line distance from their DP to the incident unless reassigned enroute to/from an incident. Each CWN MSFU contacted will provide their current physical location at the time of the call and confirm they can meet the date and time needed as specified on the resource order. The CWN MSFU must respond within a half hour with an affirmative response to the date and time needed to be considered.

(6) NICC will continue to contact CWN MSFU’s until they have received three that can meet date and time needed or have exhausted all BPA holders that are determined to meet the requirement. NICC will utilize the physical location provided at the time of the call of each Unit to facilitate the use of a standard mapping program (Google Maps® or government determined mapping application when Google Maps® is inoperable) for determination of the actual mileage to the incident. The CWN MSFU determined lowest price will be selected for the order.

(i) The formula used to determine the lowest evaluated price for all orders considers hypothetical 10 days of performance based on the parameters below and uses actual mileage each way:

(Unit Daily Rate x 10) + (mileage x 2)

*Actual mileage in the formula is determined using Google Maps® for the shortest mileage distance from the current location of each MSFU to the address specified on the Resource Order. In the event Google Maps® is not operable, the Government may use any other consistent method of determining the shortest mileage distance.

(ii) NICC shall document the selected MSFU on the Resource Order and maintain appropriate ordering procedure documentation. NICC shall send the documentation to the CO at the time of placing the order.

(7) The Government intends to dispatch resources in accordance with this procedure. However, the number of fire orders in process and actual fire conditions at the time of dispatch may require a deviation from the procedures stated above in order to respond effectively to such conditions. Any such deviation will be within the discretion of the Government and will not be deemed a violation of any term or condition of this agreement.

(8) When a CWN MSFU agrees to a delivery schedule at the time the order is placed, they are required to perform in accordance with the agreed upon schedule documented on the Mobile Food and Shower Service Request Form. In addition, the Contractor is always required to follow DOT regulations. Failure to meet stated date and time needed may result in poor performance evaluation, temporary suspension of the unit, and risk cancellation of the agreement.

(9) When a small capacity unit is ordered and there are no small units that can meet the incident’s required time frames; NICC may use a large capacity unit to fill the order using the procedures in C.20, provided the large capacity unit can meet the incidents needs and required time frames.

(10) The Government may order a CWN MSFU that is available en-route over a CWN MSFU that is at their DP if it is within the Governments best interest.

(d) Release and/or Reassignment

(1) When the CWN MSFU has been released from an incident, the unit may remain in the nearest town up to 24 hours in available status. After this time, it must return to the unit's DP. The Government will place orders with the CWN MSFU that provides the best value to the Government and can reasonably meet the date and time needed.

(2) When a CWN MSFU is reassigned en-route, the Contractor is obligated to report to the reassigned incident.

(e) Need for Additional Mobile Shower Facility Unit(s) at an Incident. If an additional CWN MSFU is ordered for the same Incident camp site, dispatch priority will be based on the same procedures in Section C.20.

(f) Procedure for Canceling a Mobile Shower Facilities Unit. The Government reserves the right to cancel any order at any time. Payment for services rendered will be made in accordance with Section C - Contract Clauses.

(1) Canceling a Mobile Shower Facility Unit

Notice of cancellation will be provided to the Contractor from NICC.

(2) Priority for Releasing/Reassigning a Mobile Shower Facility Unit

National MSFU Contractors shall be released after all additional Non-National Mobile Shower Facility Unit Contractors have been released (CWN MSFU will be released before a National contracted MSFU). NICC will be notified of the release of CWN MSFU through established dispatch channels and the Contractor shall contact NICC to confirm status of release or reassignment.

When there is more than one National CWN MSFU at the same incident or complex of incidents, the FACL, LSC, or Contracting Officers Representative (COR) will determine which National CWN MSFU will be the first to be released based on design, capability, size, need, performance price and/or set-up location at the incident. The FACL, LSC or COR will forward documentation of this decision to the CO. At any time, the incident may determine to release and/or order a large or small CWN MSFU that best meets the needs of the incident.

(g) Procedure for Relocating Mobile Shower Facility Unit at an Incident. The Relocation Fee (in addition to mileage) is paid in the following cases:

(1) After a CWN MSFU is on order and has arrived and completed the initial set-up at the incident; the Government may have a need to relocate the CWN MSFU to another location within the same camp, or to a new, or different camp (in support of the same incident).

(2) When the original incident is or becomes incorporated into a complex and relocating the CWN MSFU becomes necessary in support of that complex of incidents.

(3) Reduction in force resulting in reorganization within the incident or complex, but not demobilization. The relocation fee is paid when camps in a complex are collapsed and CWN MSFU are relocated within that complex.

If a Unit is reassigned to another incident or demobilized, no relocation fee is paid.

(h) Authorized Personnel to Place Orders. Dispatchers (Ordering Officials), Contracting Officers, and Purchasing Agents are authorized to place orders against this agreement.
