About this opportunity
The U.S. Fish and Wildlife Service seeks repair and retrofit services for two BOHN Heat Transfer air-conditioning units at its Red Bluff wetlab facility in Red Bluff, California, with quotations due September 2, 2026 at 1300 Central Time. The procurement is set aside 100 percent for small business concerns.
Place of performance is Red Bluff, California. The work scope requires retrofitting both cooling units from R-12 to R134A refrigerant, including recovery, evacuation, and proper disposal of existing refrigerant. The South unit also requires installation of new electrical components: a 460V transformer control, contactor, capacitors, fuses, and a condenser fan motor. Work must be completed within 30 days of notice to proceed, Monday through Thursday, 7:00 AM to 4:30 PM, excluding federal holidays. A mandatory site visit must be completed before quotation submission; interested parties should contact Robert Null at Robert_null@fws.gov or 530-551-3100. CLIN 0001 pricing must include all labor, travel, tools, equipment, refrigerant, oil, materials, parts, recovery, disposal, testing, coordination, overhead, and profit. The resulting award will be a firm-fixed-price purchase order with delivery expected by September 30, 2026, and period of performance through October 9, 2026. Quotations must include two separate PDF files: a Bid Schedule with vendor information, SAM.gov UEI, site visit date, proposed completion timeline in calendar days after award, and lump-sum pricing; and a Technical Submission demonstrating technical capability and evidence of proper licensing. Evaluation uses best-value tradeoff methodology considering technical capability (pass/fail), proposed completion timeline, and price, with potential selection of higher-priced quotations if advantages warrant. Quoters must maintain active SAM.gov registration with no active exclusions at quotation submission and award. The NAICS code is 238220, and the PSC code is J041. Submit quotations to Tanner_Frank@ios.doi.gov.
